PUBLIC EXPENDITURE EFFICIENCY AND STATISTICAL SYSTEM PROJECT
NATIONAL OPEN TENDER NO. 4/AONO/PAK/CIPM/2021 OF MARCH 18, 2021 FOR THE SUPPLY OF VARIOUS COMPUTER
COMPUTER LICENSES TO THE AUTONOMOUS PORT OF KRIBI.
Financing : Budget of the Autonomous Port of Kribi. Fiscal year 2021.

1. Subject
The Director General of the Autonomous Port of Kribi, Contracting Authority, launches a national open tender for the supply of various computer licenses to the Autonomous Port of Kribi.
2. Scope of services
The services of the present contract include the supply of computer licenses as specified in the technical specifications.
3. Estimated cost
The estimated cost of the acquisition is one hundred and twenty million (120,000,000) FCFA, inclusive of all taxes.
4. Delivery time
The maximum delivery time provided by the project owner is sixty (60) days.
5. Allocation
A single lot of computer licenses.
6. Participation and origin
Participation in this invitation to tender is reserved for companies established in Cameroon and specialized in the marketing of these types of supplies.
7. Financing
The services covered by this invitation to tender are financed by the budget of the Autonomous Port of Kribi, Fiscal Year 2021. Budgetary allocation: Activity Task 3603002 "Operation of applications and software", Line 3603002-634000 "Royalties for patents, licences, software and similar rights".

9. Acquisition of the file
The file can be obtained during working hours at the Contract Unit, on the ground floor of the R+2 building of the Autonomous Port of Kribi located next to the MEAO building, Tel: (237) 222 46 21 00 Fax: (237) 222 46 21 04, BP: 203 Kribi, e-mail: contact@pak.cm. The candidates shall be invited to apply for the contract as soon as this notice is published, against presentation of a receipt for payment of a non-refundable sum of one hundred thousand (100,000) FCFA into the special CAS-ARMP account No. 33598860001 94 opened at the BICEC. The receipt will be scanned and sent to cipm@pak.cm. The bidding documents will be sent back to the sender of the e-mail.
The copy of the said receipt will be deposited at the place of withdrawal of the Bidding Documents.
10. Submission of Bids
In application of the social distancing measures adopted by the Government of the Republic of Cameroon and the subsequent organization put in place by the General Management of the PAK for the management of the health crisis linked to the spread of Covid-19. Each offer, written in French or English, must be received electronically no later than 2:00 p.m. local time, at the following address: cipm@pak.cm. The files making up the offer must be transmitted in Microsoft Word format and protected from access by a password held exclusively by the bidder, until the opening of the offers. Each bidder must also indicate the e-mail address
Each bidder must also indicate the e-mail address with which he intends to attend the opening of the bids, which will be done by videoconference.
In addition, each offer shall be transmitted in a physical version in 7 copies including one (01) original and six (06) copies marked as such, at the latest by the deadline for submission of offers, to the following address

To be opened only in the counting session".
11. Provisional Bond
Each bidder must attach to its administrative documents, a bid bond established by a first class bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO in the amount of one million (2,400,000) CFA francs valid for thirty (30) days beyond the deadline for the validity of bids.
12. Admissibility of bids
The required administrative documents must be submitted in originals or in copies certified as true by the issuing department, in accordance with the provisions of the Special Rules for Invitations to Tender.
They must be dated less than three (03) months prior to the date of submission of bids.
13. Opening of bids
The opening of the bids will be done in one step.
The opening of the administrative documents, technical and financial offers will take place on . 6. A c.. 2021 at 3:00 p.m. by the Internal Commission for the Award of Contracts of the Autonomous Port of Kribi in the conference room located on the 1st floor of the MEAO building in Kribi.
Bidders will attend this opening session by videoconference via Microsoft Skype. Each connected representative will be required to submit a signed mandate prior to the bid opening. Bidders will provide a password for the opening of their bid files, without which the bid cannot be accessed.
14. Evaluation criteria
1.1.ELIMINATORY CRITERIA
1) Administrative offer
Absence of an administrative document;
Company not subject to the real tax system; False declaration or falsified documents.
2) Technical file
False declaration or falsified document;
Absence of the authorization or the approval of the manufacturer;
Non-compliance of the technical specifications of the supplies; Non-compliance of three (03) of the four (04) criteria.
3) Financial file
Absence of a quantified unit price.
1.2.EVALUATION CRITERIA
The essential criteria relating to the qualification of the candidates will concern:
1. Experience and financial capability of the bidder Yes/No
2. Delivery time and schedule for supplies Yes/No
3. After-sales service Yes/No
4. Human and material resources Yes/No
Any offer that does not meet all the eliminatory criteria and obtains at least three (03) of the four (04) evaluation criteria will be eliminated.
15. Award
The contract will be awarded to the bidder meeting the technical and financial capacity requirements resulting from the so-called essential or eliminatory criteria and presenting the lowest evaluated bid.
16. Period of validity of tenders
Bidders shall remain bound by their bids for ninety (90) days from the deadline for submission of bids.
