OPEN NATIONAL CALL FOR TENDERS N°01/AONO/CNDHL/CIPM/2020 OF 21 April 2020 For the acquisition of equipment and computer material for the National Commission for Human Rights and Freedoms

1. Subject

With a view to improving working conditions within his Institution, the President of the National Commission for Human Rights and Freedoms is launching an open invitation to tender for the acquisition of equipment and computer hardware for the central and decentralised services of the National Commission for Human Rights and Freedoms.

 

2. Consistency of the service

The services of the present contract are relative to the acquisition of equipment and computer hardware.

 

3. Estimated cost

The estimated cost of the operation at the end of the preliminary studies is one hundred and twenty-nine million four hundred and ninety-four thousand one hundred and sixty-four (129,494,164) CFA francs divided into three (03) lots as follows:

  Lot N0 1: 48 496 000 FCFA

  Lot N0 2: 41 785 067 FCFA

  Lot N0 3: 39 213 097 FCFA

 

4. Delivery time

The maximum time allowed by the Employer or the Employer's Delegated Authority for delivery of the supplies covered by this invitation to bid is one (01) month.

 

5. Allotment

The services to be carried out are divided into three (03) batches:

  Lot N0 1: Acquisition of equipment for the central services of the NCHRF ;

  Lot N0 2: Acquisition of equipment for the Adamaoua, North and South Antennas;

  Lot N0 3: Acquisition of computer equipment for the central services of the NCHRF.

 

6. Participation and origin

Participation in this invitation to tender is open to any company established in Cameroon and having proven experience in the field. 

 

7. Financing

The services covered by this call for tenders are financed by the Public Investment Budget of the National Commission for Human Rights and Freedoms, Fiscal Year 2020.

 

8. Consultation of the file

The file may be consulted during working hours at the Permanent Secretariat of the National Commission for Human Rights and Freedoms, General Affairs Department, telephone: 222 22 61 17, former UNICEF building, opposite the British High Commission as soon as this notice is published.

 

9. Acquisition of the file

The file can be obtained at the Permanent Secretariat of the National Commission of Human Rights and Freedoms, Service of General Affairs, Telephone: 222 22 61 17, former UNICEF building, opposite the High Commission of Great Britain as soon as the present notice is published, against payment of a non-refundable sum of 100 000 (one hundred thousand) CFA francs, in the Special Account CAS-ARMP N°335 988 at BICEC.

 

10. Submission of bids

Each bid drawn up in French or English in seven (7) copies, the original and six (6) copies marked as such, must reach the Permanent Secretariat of the National Commission for Human Rights and Freedoms, General Affairs Department, Telephone: 222 22 17 61, former UNICEF building, opposite the British High Commission, no later than 5 June 2020 at 1 p.m. and must be marked as such:

- "to be opened only at the counting session."

 

11. Provisional Bond

Each bidder must attach to its administrative documents, a bid bond issued by a first class bank approved by the Ministry in charge of Finance and listed in Exhibit 12 of the DAO in the amount of :

  Lot N0 1: CFAF 970,000

  Lot N0 2: 835 000 FCFA

  Lot N0 3: 784 000 FCFA

This deposit remains valid for thirty (30) days beyond the (deadline) validity date of the tenders.

 

12. Admissibility of bids

Under penalty of rejection, the required documents from the administrative file must be produced in originals or in copies certified true copies by the issuing service or competent administrative authority, in accordance with the provisions of the Special Rules for Tenders. They must be less than three (3) months old or must have been drawn up after the date of signature of the invitation to tender.

Any bid that is incomplete in accordance with the requirements of the bidding documents will be declared non-responsive. In particular, failure to provide a bid security issued by a first-class bank approved by the Ministry of Finance or failure to comply with the model forms in the bidding documents will result in the outright rejection of the bid without any recourse.

 

13. Fold opening

The opening of the folds will be done in a single step.

The opening of the administrative documents and the technical and financial bids will take place on 05 June 2020 at 14.00 hours by the Internal Commission for the Award of Contracts to the NCHRF in the conference room of the National Commission for Human Rights and Freedoms, located in the former UNICEF building, opposite the British High Commission Only bidders may attend this opening session or be represented by a duly authorised person of their choice.

14. Evaluation criteria

Qualifying Criteria

These include:

- the absence of the bid bond;

- false statements or falsified documents;

- non-compliance with the major technical specifications of the supply;

- the absence of a quantified unit price;

- the absence of a prospectus accompanied by the manufacturer's technical data sheets;

- non-conformity of the model tender;

- duly initialed copies of the Special Administrative Clauses (SACC) and the Technical Specifications (TS)

- of the absence of a valid real scheme.

Essential criteria

The essential criteria for the qualification of candidates will include, by way of indication, the following:

- Turnover;

- availability of spare parts and after-sales service;

- the presentation of the offer;

- after-sales services;

- access to a line of credit or other financial resources;  

- availability of essential materials and equipment;

- the supplier's references in supplies amounting to at least fifty (50) million during the last three years.

 

15. Allocation

A candidate may be awarded one or all three lots whose bid(s) is/are found to be substantially responsive to the Bidding Documents and evaluated as the lowest evaluated bidder who has the technical and financial capability to execute it/them satisfactorily.

 

16. Period of Bid Validity

Tenderers shall remain bound by their tenders for 90 days from the deadline for submission of tenders.
