NOTICE OF CONSULTATION FOR A QUOTATION REQUEST

relating to the acquisition of computer equipment

1. Subject
As part of the implementation of HIV/AIDS control activities under the CDC/PEPFAR grant, year 4, the Minister of Public Health, the project owner, is launching a notice of consultation for the acquisition of computer equipment to strengthen and/or replace defective DHIS computers in the health districts.
2. Consistency of the service
The services of the present Request for Quotation include the supply of the following computer and office automation equipment:

NB: Attach the flyer/photos of each piece of equipment proposed in the offer.
3. Estimated cost
The estimated cost of this operation is eight million five hundred thousand (8 500 000) FCFA excluding taxes, or ten million one hundred thirty-six thousand two hundred fifty (10 136 250) FCFA All Taxes Included.
4. Time of delivery
The maximum delivery time is set at thirty (30) days from the date of notification of the Service Order to begin execution of the Letter Order. The computer equipment will be delivered to the Central Technical Group of the National AIDS Control Committee located in Yaounde.
5. Participation and origin
Participation in this consultation is open on equal terms to companies established in Cameroon, having a representation contract with an international firm specializing in the design, assembly or distribution of computer hardware, applications and licenses.
6. Financing
The services, subject of the present Request for Quotation, are financed by the CDC/PEPFAR Year 4 Coag Grant No. 1NU2GGH002096-01-0 for the tax-free part and the State budget for taxes.
7. Acquisition of the file
The Consultation Dossier may be collected from the MINSANTE's Market Service, located at the Health Building near the headquarters of the Cameroon Red Cross in Yaounde Tel/Fax: 222 22 10 21, upon publication of this notice, upon presentation of the original receipt for payment to the Public Treasury of the non-refundable sum of fifteen thousand (15,000) CFA francs.
8. Submission of bids
Each bid, written in French or English and in seven (07) copies of which one (01) original and six (06) copies marked as such, must be submitted to the MINSANTE's Market Service, located at the Health Building near the headquarters of the Cameroon Red Cross in Yaounde no later than February 04, 2020 at 10 a.m. in a sealed envelope addressed to the Employer with the mention :
Quotation Request N°000001/DC/MINSANTE/CNLS/CSPM/2021
relating to the acquisition of computer equipment
"TO OPEN ONLY IN THE COUNTING SESSION".
9. Fold opening
The opening of bids will be done in one step and will take place on February 04, 2020 at 11 am by the Special Procurement Commission at the CNLS in the meeting room of the Central Technical Group of the National AIDS Control Committee (GTC/CNLS) located next to the Public School of Camp Bové in Yaounde.
Bidders may attend this opening session or be represented by a person of their choice having a perfect knowledge of the file.
Bids must be quoted exclusive of Value Added Tax (VAT) and All Taxes Included (all taxes included) and accompanied by the dated, signed and stamped bid template.
10. Attribution
The Employer will award the Letter Order to the Bidder whose bid has been evaluated as the lowest evaluated bid and found to be substantially responsive to the solicitation documents and who has the financial and technical capability to deliver the hardware satisfactorily.
11. Period of validity of bids
Bidders shall remain bound by their bids for ninety (90) days from the deadline for receipt of bids.
12. Additional Information
Additional technical information can be obtained from the Procurement Section of the National AIDS Control Committee located next to the Camp Bové Public School in Yaounde.
