1. Subject

The Minister of Forestry and Wildlife (project owner), is launching an open national call for tenders for the acquisition and renovation of facilities and equipment for the IT services of the Computerised Forest Information Management System (SIGIF) project.

2. Consistency of services

The services of this contract include :

1. the supply of the computer equipment, its transport and handling, up to the place of delivery ;

2.    The upgrading of CISCO and Dell servers in the server room of the project site at Nkolbisson ;

3.    Renovation of the server room as detailed below:

a) Acquisition and installation of air conditioners ;

b) Supply of a video surveillance system (05 HD camera with microphone);

c) Fire and humidity detection system (02 environmental monitoring sensors: temperature and humidity, presence of smoke, etc.); 4. Notification of alerts by email, sms);

d) Refurbishment of the server room (waterproofing, electrification);

e) Acquisition and installation of overvoltage arresters in the electrical cabinet.

3. Estimated cost

a provisional cost of Ninety-nine million nine hundred and ninety-four thousand two hundred and forty (99,994,240) FCFA inclusive of tax.

4. Delivery time

The maximum delivery time stipulated by the Employer is forty-five (45) days from the notification of the service order to start delivery.

5. Participation and origin

Participation in this call for tenders is open to all companies under Cameroonian law working in the supply of computer equipment.

6. Funding

The acquisition, renovation of facilities and equipment for IT services, the subject of this call for tenders is financed by the budget of the Special Forest Development Fund (SFDF), Fiscal Year 2020, budget line 54-33-961-02-220020 2276, for an estimated cost of Ninety-nine million nine hundred and ninety-four thousand two hundred and forty (99,994,240) FCFA inclusive of tax.

7. Consultation of the file

The file may be consulted during working hours and on working days at the Ministry of Forests and Wildlife, Directorate of General Affairs, Sub-Directorate of Budget and Equipment, Market Service, located on the eighth floor of ministerial building No. 2, door 807, as soon as this notice is published.

8. Acquisition of the file

The file may be obtained from the Ministry of Forests and Wildlife, Directorate of General Affairs, Sub-Directorate of Budget and Equipment, Market Service located on the 8th floor of the Ministerial Building No. 2, door 807, during working hours and days from the publication of this notice, against presentation of a receipt for payment to the Public Treasury of a non-refundable sum of one hundred thousand (100,000) CFA francs.

9. Submission of bids

Each tender drawn up in French or in English in seven (07) copies, the original and six (06) copies marked as such, must reach the Ministry of Forests and Wildlife, Directorate of General Affairs, Sub-Directorate of Budget and Equipment, Procurement Department, door 807 of the 8th floor of the Ministerial Building No. 2 no later than 12 noon on 13 NOVEMBER 2020 and must be marked as follows:

TO BE OPENED ONLY DURING THE COUNTING SESSION".

10. Admissibility of bids

Each tenderer shall attach to its administrative documents, a bid bond, established by a banking institution or a financial institution authorized to issue bonds in the framework of Public Procurement, in accordance with the attached model and listed in Exhibit 9 of the DAO, in the amount of FCFA two million (2 000 000), valid for thirty (30) days beyond the date of validity of bids.

Under penalty of rejection, the other required administrative documents must be produced in originals or in copies certified by the issuing service, the competent authority, in accordance with the provisions of the Special Bidding Rules.   They must be less than three (03) months old or have been drawn up after the date of signature of the invitation to tender.

Any tender not complying with the requirements of this notice and the tender documents will be declared inadmissible.  In particular the absence of the bid security.

11. Opening of bids

Tenders will be opened on 13 NOVEMBER 2020 at 1 p.m. by the Procurement Commission of the Ministry of Forests and Wildlife, in the conference room of the said Ministry, door 635 on the 6th floor.

Only bidders may attend this opening session or be represented by a person of their choice as well as a proven expert in the field.

12. Evaluation criteria

Main eliminatory criteria: yes / no

- Absence or non-conformity of an administrative document with the DAO 48 hours after the opening of the offers;

- Absence of the bid bond;

- A technical score of less than 4 yes on 6 of the essential criteria;

Main qualification criteria

     Bidder's references: at least two (02) contracts carried out during the last three (03) years for computer hardware for a minimum amount of CFAF 40 million each;

     Technical specifications of the supplies;

     The after-sales service and guarantee period for the equipment;

     Certificate of financial capacity at least equal to 30 million;

     Prospectus in colour;

13. Attribution

The Employer will award the contract to the Bidder whose bid has been evaluated as the lowest evaluated bid and found to be responsive in accordance with these Bidding Documents.

In the event of a tie, the contract will be awarded to the Bidder with the best technical bid.

14. Period of Bid Validity

Tenderers remain bound by their bids for ninety (90) days from the deadline for submission of bids.
