NOTICE OF REQUEST FOR QUOTATION N°007/DC/MINEPAT/CIPM/2022 DATED MARCH 14, 2022, FOR THE ACQUISITION OF COMPUTER EQUIPMENT FOR MINEPAT

1. Subject matter

The Minister of the Economy, Planning and Regional Development, as project owner, hereby publishes a Request for Quotation for the acquisition of computer equipment for MINEPAT under an emergency procedure.

2. Scope of services

The purpose of this Request for Quotation is the acquisition of computer equipment for MINEPAT as shown in the table above :

3. Estimated cost

The estimated cost is Forty Four Million Nine Hundred and Ninety Five Thousand (44,995,000) CFA Francs, including taxes.

4. Allotment

This invitation to tender is for a single lot.

5. Participation and origin

Participation in this call for tenders is open to Cameroonian companies with expertise in the field of supplies.

6. Financing

The supplies covered by these bidding documents are financed by the Public Investment Budget of MINEPAT, Fiscal Year 2022, account number: 56 22 024 08 320040 524211 351.

7. Consultation of the File

As soon as this Notice is published, the bidding documents may be consulted at the Directorate of General Affairs, Public Procurement Department, Gate 07, at the pink building of the Ministry of the Economy, Planning and Regional Development in Yaoundé, Tel: 222 22 41 28.

8. Acquisition of the File

The Bidding Documents may be obtained from the Directorate of General Affairs, Contracts Department, Gate 07, upon presentation of the original receipt of payment to the Public Treasury of a non-refundable sum of fifty thousand (50,000) FCFA.

When collecting the file, the tenderers must register at the Public Procurement Department of MINEPAT, indicating their full address (post office box, telephone number, fax).

9. Submission of bids

Each Bid, written in French or English in seven (07) copies, one (01) original and six (06) copies marked as such, shall be submitted to the Directorate of General Affairs, Public Procurement Department, Gate 07, of the Ministry of Economy, Planning and Regional Development, located at the above address, no later than April 7, 2022 at 1:00 p.m., local time, bearing the following mention

REQUEST FOR QUOTATION N°007/DC/MINEPAT/CIPM/2022 OF MARCH 14, 2022, FOR THE ACQUISITION OF COMPUTER EQUIPMENT FOR MINEPAT, IN EMERGENCY PROCEDURE

                             "TO BE OPENED ONLY AT THE OPENING SESSION".

            Any offer not produced in seven (07) copies, including one (01) original and six (06) copies, will be declared inadmissible.

10. Delivery time

The delivery period is set at two (2) months from the date of notification of the Service Order for the commencement of services.

11. Provisional bond

Bids must be accompanied by a provisional bond, issued by a bank or financial institution approved by the Ministry of Finance, the list of which is given in the Appendix to this document, in the amount of Eight Hundred and Ninety Thousand (890,000) Francs. 

12. Admissibility of Bids

Any bid that does not comply with the requirements of the bidding documents will be declared inadmissible. Under penalty of elimination, the following administrative documents must be produced in original for :

- The Declaration of Intent to Bid, stamped and signed, indicating the surnames, first names, position, domicile, nationality and powers of the signatories and, in the case of a company, the company name and address of the registered office;
- Certificate of non-bankruptcy issued by the Registrar of the Court of First Instance of the Bidder's domicile;
- Certificate of non-bankruptcy issued by the Registrar of the Court of First Instance of the Bidder's domicile; Certificate of non-repayment of debts issued by the assigning accountant;
- The certificate for submission from the Caisse Nationale de Prévoyance Sociale (CNPS) bearing the subject and number of the consultation, certifying that the bidder is up to date with its contributions to the CNPS; 
- The original certificate of direct debit of the bidder issued by a bank approved by the Minister in charge of Finance; 
- The receipt of payment to the Public Treasury of the cost of acquiring the Bidding Documents;
- The Certificate of Non-Exclusion from Public Procurement issued by the Public Procurement Regulatory Agency;
- A bid bond issued by a first-class financial institution approved by MINFI on the basis of COBAC criteria;
- A declaration on honour that it has not abandoned the execution of a contract during the last three years;
- The power of signature, if applicable;
N.B.: All original documents must be less than three (03) months old and conform to the models. 

13. Opening of Tenders

Tenders will be opened on April 7, 2022 at 2:00 p.m., local time, by the Internal Procurement Commission of the Ministry of the Economy, Planning and Regional Development, in the Commission's room, located in the Annex 1 building, behind ELECAM, in the presence of the Tenderers or their duly authorized representatives.

14. Evaluation criteria

Eliminatory criteria :
(a) Absence or noncompliance of an administrative document beyond the statutory 48-hour period after bid opening;
b) Absence of the bid bond;
c) Falsified documents or false declarations;
d) Omission of a quantified unit price in the price schedule;
e) Technical score lower than 70%;
f) Absence of a statement on honour that a contract has not been abandoned in the last three years;
 
Essential criteria :
The evaluation of the technical offers will be made according to the scoring system, based on the following essential criteria:
(a) The firm's references;
b) Compliance with the technical specifications;
c) Financial capacity;
d) Presentation of the offer

15. Award

The Employer will award the Letter Order to the Bidder whose Bid is found to be responsive to the technical specifications of the supplies to be delivered and who has been evaluated as the lowest bidder, including, if applicable, the proposed discounts.

16. Duration Validity of Bids

Bidders shall remain bound by their bids for ninety (90) days from the deadline for receipt of bids.
