NATIONAL OPEN TENDER NO. 0235/AONO/MINFOF/CIPM/CCCM-AG/2022 OF 7 September 2022 RELATING TO THE ACQUISITION, INSTALLATION AND CONFIGURATION OF SOFTWARE LICENSES AND SYSTEMS USED FOR THE SIGIF 2

1. Purpose

The Minister of Forests and Fauna (Project owner) is launching a National Open Call for Tenders for the acquisition, installation and configuration of software licences and systems used for the production of the second generation Computerised Forest Information Management System (SIGIF 2).

2. Scope of services

The scope of this tender includes the provision of software licences and system and IT services.

3. Estimated cost

The estimated cost is FCFA Four hundred and seventy-one million six hundred thousand (471,600,000), all taxes included.

4. Participation and origin

Participation in this call for tenders is open to all Cameroonian companies involved in the supply of computer hardware and software.

5. Financing

The acquisition of software licences for the computer services, which is the subject of this invitation to tender, is financed by the budget of the Special Forestry Development Fund (FSDF), Fiscal Year 2022, budget line 56-C6-054-03-370003 -521214, for a provisional cost of FCFA Four Hundred and Seventy-one Million Six Hundred Thousand (471,600,000), all taxes included.

6. Consultation of the file

The file may be consulted during working hours and on working days at the Ministry of Forests and Fauna, Directorate of General Affairs, Sub-Directorate of Budget and Material, Contracts Department, located on the eighth floor of the Ministry building No. 2, door 807, as soon as this notice is published.

7. Acquisition of the file

The file can be obtained from the Ministry of Forests and Fauna, Directorate of General Affairs, Sub-Directorate of Budget and Equipment, Contracts Department, located on the 8th floor of the Ministerial Building No. 2, door 807, during working hours and on working days as soon as this notice is published, against presentation of a receipt for payment to the Treasury of a non-refundable sum of two hundred thousand (200 000) CFA francs.

8. Submission of tenders

Each tender, written in French or English, in seven (07) copies, the original and six (06) copies marked as such, must reach the Ministry of Forests and Wildlife, Directorate of General Affairs, Sub-Directorate of the Budget and Equipment, Contracts Department, door 807 on the 8th floor of the Ministerial Building No. 2, no later than 12:00 noon on 12 October 2022, and must be marked as follows :

"NATIONAL OPEN TENDER NO. 0235/AONO/MINFOF/CIPM/2022 OF 7 September 2022 RELATING TO THE ACQUISITION, INSTALLATION AND CONFIGURATION OF SOFTWARE LICENCES AND SYSTEMS USED FOR THE PRODUCTION OF THE SECOND GENERATION FORESTRY INFORMATION MANAGEMENT SYSTEM (SIGIF 2).

TO BE OPENED ONLY DURING THE OPENING SESSION " 9.

9. Delivery time

The maximum delivery period provided by the Employer is forty-five (45) days from the notification of the service order to start delivery.

10. Admissibility of Bids

Each tenderer must attach to his administrative documents, a bid bond, established by a bank or financial institution authorised to issue bonds in the context of public contracts, in accordance with the attached model and listed in Exhibit 9 of the DAO, in the amount of FCFA nine million four hundred thousand (9,400,000), valid for thirty (30) days beyond the date of validity of the bids.

The other administrative documents required must be produced in originals or certified copies, in accordance with the provisions of the Special Rules of the Call for Tenders. They must be less than three (03) months old or have been drawn up after the date of signature of the tender notice.

Any tender that does not comply with the requirements of this notice and the tender documents will be declared inadmissible. In particular, the absence of a bid bond.

11. Opening of bids

The opening of the bids will take place on 12 October 2022 at 1 p.m. by the Procurement Commission of the Ministry of Forests and Fauna, in the conference room of the said Ministry, door 635 located on the 6th floor.

Only bidders may attend this opening session or be represented by a person of their choice as well as a recognised expert in the field.

12. Evaluation criteria

Main eliminatory criteria: yes / no
- Absence of the bid bond at the opening of the tenders;
- False declarations or falsified documents;
- Incomplete administrative file or administrative document not in conformity 48 hours after the opening of the tender;
- Omission of a quantified unit price in the financial offer;
- Absence of authorisation from the publisher oracle, of approval, or of a partnership contract with the publisher to sell to the public service (PSADD);
- Failure to meet seven (07) out of nine (09) essential criteria.

Main qualification criteria
- References of the bidder: at least one (01) contract carried out during the last five (05) years for the supply and installation of software for a minimum amount of one hundred million (100,000,000) CFA francs;
- Technical specifications of the supplies;
- After-sales service and warranty period for supplies;
- Guarantee period of one (01) year;
- Prior visit of the site (commitment on honour and detailed report);
- Attestation of financial capacity at least equal to 50% of the estimated amount of the tender;
- Personnel or human means of the project;
- Work methodology;
- Planning and delivery time.

13. Award

The Employer will award the contract to the bidder whose bid has been evaluated as the lowest and is deemed to comply with the requirements of these bidding documents.

In the event of a tie, the contract will be awarded to the bidder with the best technical bid.

14. Duration Validity of Bids

Tenderers shall remain bound by their tender for ninety (90) days from the deadline for submission of tenders.

15. Additional information

Additional information can be obtained during working hours at the Ministry of Forests and Wildlife, Directorate of Forests, Sub-Directorate of Approvals and Forest Taxation, SIGIF project site located in Yaoundé/Nkolbisson.
