National Open Call for Tenders N°0008/AONO/CIPM/MINAS 2020 of 13 April 2020, 

on the acquisition of IT equipment for the establishment of the RSU database.

Source of financing : PUBLIC INVESTMENT BUDGET(BIP)

1. Subject

The Minister of Social Affairs, the project owner, launches a National Open Call for Tenders, for the acquisition of computer equipment for the establishment of the RSU database.

 

2. Consistency of the service

The services, subject of the present Call for Tenders are for the supply and installation of :

- Thirty-six (36) complete desktop computers;

- Thirty-six (36) printers;

- Thirty-six (36) inverters; 

- Thirty-six (36) power supplies.

 

3. Estimated cost

Budget allocation: 50 000 000 F CFA.

 

4. Delivery time

            The delivery period is a maximum of thirty (30) days from the date of notification of the order to commence performance of the services.

 

5. Participation and origin

Participation in this Call for Bids is open to companies established in Cameroon and in compliance with their administrative and fiscal obligations.  

 

6. Financing

The computer equipment, subject of the present Call for Tenders, is financed by the Public Investment Budget of MINAS for the financial year 2020.

7. Consultation of the file

8. Acquisition of the file

The Tender Documents may be consulted and withdrawn by tenderers during working hours at the Ministry of Social Affairs - Directorate of General Affairs; Sub-Directorate of Budget, Equipment and Maintenance; Public Procurement Service; Gate 24 - Telephone: 222 23 06 81/222 23 05 68, against presentation of a receipt for payment to the Public Treasury of a non-refundable sum of sixty thousand (60,000) CFA francs upon publication of this notice.

 

9. Submission of bids

Each tender, drawn up in French or English in seven (07) copies of which the original and (06) six (6) copies marked as such, must be submitted against a receipt to the Ministry of Social Affairs; Directorate of General Affairs; Sub-Directorate of Budget, Equipment and Maintenance; Public Procurement Department, Gate 24 no later than 14 May 2020, at 2 p.m., and marked :

 

"National Open Call for Tenders N°0008/AONO/CIPM/MINAS 2020 of 13 April 2020, relating to the acquisition of computer equipment for the setting up of the RSU database" to be opened only at the counting session.

 

10. Provisional guarantee

Each bidder shall attach to its administrative documents, a bid bond issued by a bank or insurance company approved by the Ministry in charge of Finance in the amount of one million (1,000,000) CFA francs.

 

11. Admissibility of bids

Under penalty of rejection, the other administrative documents required must be produced in originals or in copies certified by the issuing department, in accordance with the Special Rules for Tenders.

Any bid that does not comply with the provisions of this Notice and/or the Bidding Documents will be declared inadmissible.

 

12. Bid Opening

The opening of the folds will be done in one go.

The opening of envelopes A containing the Administrative documents, B containing the technical offers and C containing the financial offers will take place on 14 May 2020 at 3 p.m. in the Conference Room of the Ministry of Social Affairs by the Internal Commission for the Award of Contracts, sitting in the presence of the tenderers who so wish or their duly authorised representatives with full knowledge of the offers for which they are responsible.

13. Evaluation criteria

*. Preliminary criteria

Absence of Bid Bond ;

Absence of the declaration on honour attesting to the non-abandonment of a contract during the last three (03) years;

Non-compliance beyond the additional 48-hour period granted, where applicable, of an item from the administrative file;

Presence on the MINMAP list of defaulting companies;

False declaration or falsified document. 

Technical score below 70% of the essential criteria;

Presence of financial information in the technical offer;

Absence of a quantified unit price.

*. Essential criteria

The technical offers will be evaluated according to the binary system (yes/no) on the basis of the following criteria:

General presentation of the offer (yes / no)

Technical data and quality of the material (attach brochures and captioned photos) (yes / no)

Warranty (yes / no)

After-sales service (yes / no)

Delivery time (yes / no)

 

14. Assignment

The Contract will be awarded to the tenderer having submitted the financial offer judged to be the lowest and meeting the required technical capacity (technical score greater than or equal to 70% yes).

 

15. Period of validity of tenders

Tenderers shall remain bound by their tenders for a period of ninety (90) days from the deadline for submission of tenders.
