CONSULTATION NOTICE N° 00000001/DC/MINFI/CTR/CSPM/2022 of 21 Sep 2022 for the supply of computer and office equipment to the Technical Rehabilitation Commission (CTR)
1. Subject
The Chairman of the Technical Committee for the Rehabilitation of Public and Para-public Sector Companies, launches a consultation for the supply of computer equipment and office material to the Technical Committee for the Rehabilitation.
2. Consistency of the services
The Services consist of the supply of computer equipment and office materials in a single lot.
3. Estimated Cost
The estimated cost is 49,500,000 (forty-nine million five hundred thousand) CFA francs, inclusive of all taxes.
4. Participation and Origin
Participation in this consultation is open to Cameroonian companies with proven experience in the supply of this type of equipment, respecting the regulations in force and possessing the required administrative, technical and financial capacities.
5. Financing
The services covered by this request for quotation are financed by Chapter 93 of the State budget, fiscal year 2022, under budget heading No. 931100002799.
6. Consultation of the File
The File may be consulted during working hours at the Mail Office of the Commission for the Rehabilitation of Public and Parapublic Enterprises (CTR), ex-CNR building, 6th floor, door 604, Yaoundé-Cameroon, Tel: 222 22 38 16. Fax: 222 22 38 50, upon publication of this notice.
7. Acquisition of the File
The consultation file can be obtained from the Mail Office of the Commission for the Rehabilitation of Public and Para-Public Enterprises (CTR), ex-CNR building, 6th floor, door 604, Yaoundé-Cameroon, Tel: 222 22 38 16. Fax: 222 22 38 50, as soon as this notice is published, against presentation of the original receipt of payment of a non-refundable sum of Fifty Thousand CFA Francs (50 000 FCFA), payable to the Public Treasury.
8. Submission of bids
The documents constituting the bid are divided into three volumes below, contained in three (03) closed and sealed envelopes, including
- Envelope A containing the administrative documents (volume 1);
- Envelope B containing the technical offer (Volume 2);
- envelope C containing the financial offer (Volume 3).
The offers thus submitted will be placed in a single, closed and sealed envelope bearing only the mention of the Request for Quotation in question. The various parts of each bid shall be numbered in the order of the RFQ and separated by dividers of the same color.
Each bid written in French or English, in seven (07) copies of which one (01) original and six (06) copies shall reach the Mail Office of the Commission for the Rehabilitation of Public and Para-Public Enterprises (CTR), ex-CNR building, 6th floor, door 604, Yaoundé- Cameroon, no later than 27 OCT2022 at -13 hours-, local time and shall be marked :
"NOTICE OF CONSULTATION N° 00000001/DC/MINFI/CTR/CSPM/2022 OF 21 SEP 2022 FOR THE SUPPLY of computer equipment and office materials to the Technical Rehabilitation Commission (CTR).
TO BE OPENED ONLY AT THE OPENING SESSION".
9. Delivery Time
The maximum delivery period provided by the Employer is forty-five (45) days.
The supplies will be delivered to the Technical Commission for the Rehabilitation of Public and Parapublic Enterprises (CTR).
10. Temporary bond
Under penalty of rejection, each bidder must attach to its administrative documents a bid bond issued by a first class bank or a financial institution approved by the Ministry of Finance and listed in Exhibit N°12 of the request for quotation, in the amount of FCFA 990,000.
11. Admissibility of Bids
Each bidder must attach to its administrative documents a bid bond issued by a first class bank approved by the Ministry of Finance and listed in Exhibit No. 12 of the RFQ, valid for thirty (30) days beyond the original date of validity of the bids, in the amount of CFAF 990,000.
The other administrative documents required must be produced in originals or in copies certified as true by the issuing department, in accordance with the provisions of the Special Rules for Request for Quotation. They must be no more than three (03) months old and valid or have been drawn up after the date of signature of the consultation notice.
12. Opening of Bids
The opening of the administrative documents, technical and financial offers will take place on 27 OCT 2022 from 2 p.m., local time, by the Special Commission for the Award of Contracts of the CTR, in its meeting room located on the 5th floor, ex-CNR building, door 502.
Only bidders may attend this opening session or be represented by a person of their choice duly mandated and having a good knowledge of the file.
13. Evaluation Criteria
1. Eliminatory criteria
- absence or non-conformity of a document in the administrative file beyond the 48 hours following the opening;
- false declaration or falsified document;
- absence of the bid bond;
- Absence of the certificate of non abandonment of a contract during the last three years;
- financial standing equal to or greater than FCFA thirty-five million (FCFA 35 000 000);
- Absence of a prospectus and detailed technical data sheet from the manufacturer for each supply;
- absence of manufacturer's authorization or distributor's agreement issued by the manufacturer.
- omission of a price in the price sub-detail of the financial offer;
- Failure to meet at least 70% of the essential criteria;
2. Essential criteria
The annotation of the criteria is carried out in binary mode by attributing to each criterion a positive value (YES) or a negative value (NO).
- The general presentation of the offers (summary, parts in order and color dividers);
- Satisfaction of at least 80% of the non-major (minor) technical characteristics of each equipment;
- The bidder's references in similar services;
- Delivery time≤ 45 days;
- Warranty greater than or equal to six (06) months;
- After-sales service;
- Proof of acceptance of the conditions of the Contract (Special Administrative Conditions and the Description of the Supply initialed on each page, dated, signed and sealed on the last page).

14. Award
The Request for Quotation will be awarded to the bidder whose bid is determined to be in compliance with the provisions of the Request for Quotation and evaluated as the lowest priced bid.
15. Duration Validity of Bids
Bidders shall remain bound by their bids for a period of ninety (90) days from the deadline for submission of bids.
