National Open Call for Tenders N°00000077/AONO/ART/CIPM/2020 of 11 May 2020 launched under emergency procedure for the supply, installation and implementation of an Automated Statistical Data Management System for the telecommunications and information and communication technologies sector at the Agence de Régulation des Télécommunications (ART).

1. Subject

The Director General of the Agence de Régulation des Télécommunications (ART) is launching a National Open Call for Tenders under an emergency procedure for the supply, installation and implementation of a dynamic and scalable statistical information system that also allows the automated collection of statistical data online.

 

2. Consistency of services

The main objective of this call for tenders is to set up within ART a system for the dematerialisation and collection of statistical data in the telecommunications and information and communication technologies sector.

The technical specifications of the service are detailed in Exhibit N°5 (Description of services) of this DAO.

 

3. Estimated cost

The estimated cost of the operation following the preliminary studies is 67,500,000 (Sixty-seven million five hundred thousand) CFA francs.

 

4. Delivery time

The maximum time limit stipulated by the Employer for the performance of the services subject to this invitation to tender is six (06) months from the date of notification of the service order to commence performance.

 

5. Allotment

Not applicable.

 

6. Participation and origin

Participation in this call for tenders is open to any company or enterprise under Cameroonian law, specialized in the publishing of IT solutions in general and in the implementation of data digitization processes in the telecommunications and Information and Communication Technologies sector in particular. ). This call for tenders does not concern electronic communications operators established in Cameroon.

 

7. Funding

The services covered by this call for tenders are financed by the ART Budget for the financial year 2020 under budget line n°222 310 "Computer hardware, networks and software".

 

8. Consultation of the file

The file can be consulted during working hours at the ART Procurement Unit located on the 1st floor of the ART General Directorate building in Bastos, CRYSTAL building, opposite the Nigerian Embassy, BP: 6132 Yaounde, as soon as this notice is published.

 

9. Acquisition of the file

The file can be obtained from the ART Market Unit, located on the 1st floor of the ART General Directorate building in Bastos, CRYSTAL building, opposite the Nigerian Embassy, BP: 6132 Yaounde, tel: 222 23 03 80/222 23 23 30 as of publication of this notice, against payment of a non-refundable sum of 100 000 F CFA (one hundred thousand CFA francs), as file expenses, to the special assignment account of contracts n°335 988 of the Agency of Regulation of Public Contracts (ARMP) opened at BICEC, in the Agencies of all the Regional capitals and those of the cities of Limbe and Dschang.

 

10. Submission of tenders

Each bid drawn up in French or English in seven (07) copies, the original and six (06) copies marked as such, must be sent to the ART Procurement Unit located on the ground floor of the ART General Directorate building in Bastos, CRYSTAL building, opposite the Nigerian Embassy, BP: 6132 Yaounde, tel: 222 23 03 80/222 23 23 30, no later than 11 June 2020 at 12 noon and must be marked as such:

11. Provisional Bond

Each bidder must attach to its administrative documents a bid bond established by an insurance company or a first-rate bank approved by the Ministry in charge of finance and whose name appears in Exhibit 12 of the DAO in an amount equal to 1,350,000 CFA francs (one million three hundred and fifty thousand CFA francs). The period of validity of the said security shall exceed that of the bids by thirty (30) days.

 

12. Admissibility of bids

Under penalty of rejection, the required documents from the administrative file must be produced in originals or in copies certified true copies by the issuing service or a competent administrative authority, in accordance with the provisions of the Special Rules for Tenders. They must be less than three (03) months old or have been drawn up after the date of signature of the invitation to tender.

Any bid that is incomplete in accordance with the requirements of the bidding documents will be declared non-responsive.  In particular, failure to provide a bid security issued by a first-class bank approved by the Ministry of Finance or failure to comply with the model documents in the bidding documents will result in the outright rejection of the bid without any recourse.

 

13. Bid Opening

The opening of the folds will be done in one go.

The opening of the administrative documents and the technical and financial bids will take place on 11 June 2020 at 1 p.m. by the Internal Commission for Procurement placed at ART in the conference room of the ART General Directorate building, located in Bastos, CRYSTAL building, opposite the Nigerian Embassy.

Only tenderers may attend this opening session or be represented by a duly authorised person of their choice.

 

14. Evaluation criteria

14.1 Disqualifying Criteria

a.    Incomplete administrative file or non-compliant document at the time of bid opening, after the 48-hour time limit given to the tenderers concerned to produce or replace the documents in question ;

b.    Falsified documents or false statements ;

c.    Non-compliance with the major technical specifications indicated by Asterixes in the scoring grid ;

d.    Absence of a quantified unit price ;

e.    Technical score less than 75% YES for essential criteria ;

f.     Absence of an authorisation from the software publisher of an automated statistical data management system;

g.    Absence of a bid bond ;

h.    Declaration on honour of non-abandonment of public contracts during the last three (03) years.

  14.2 Essential criteria   

1- Presentation of the offer;

2- References for similar services;

3- Technical capacity for the installation, configuration and commissioning of a statistical information system;

4- Modalities, organization, installation and commissioning of the equipment;

5- Equipment warranty;

6- After-sales service;

7- Financial capacity of the service provider > 20 million ;

8- Documentation

The documentation provided with these different materials must be written in French and/or English. It will undertake to provide documentation in both paper and electronic format.

For each piece of equipment, the documentation shall include at least one technical data sheet.

9- Training ;

10- 75% compliance with the technical specifications according to the scoring grid.

The scoring grid is detailed on page 117.

 

15. Assignment

The Contract will be awarded to the tenderer who has submitted the lowest evaluated tender and who has obtained the minimum technical score of 75% YES for the essential criteria.

 

16. Period of validity of tenders

Tenderers shall remain bound by their tenders for 90 days from the closing date for submission of tenders.
