1. Subject

As part of its efforts to secure its information system and computer equipment, the Director General of the Autonomous Port of Douala is launching an emergency call for tenders for the supply and commissioning of Kaspersky Antivirus software licenses for the protection of the Port's computer equipment.

 

2. Consistency of the service

The service consists of supplying and commissioning Kaspersky Antivirus software licenses for the protection of the Port of Douala's IT infrastructure, which includes desktops and laptops, physical and virtual servers, as well as professional mailboxes.

 

3. Estimated cost

The estimated amount is 42,035,625 (forty-two million thirty-five thousand six hundred and twenty-five F CFA TTC).

 

4. Time of delivery

The deadline set by the Employer for the performance of the services is sixty (60) days from the date of notification of the service order to start the services.

 

5. Participation and origin

Participation in this call for tenders is reserved for companies established in Cameroon, specialized in computer security.

 

6. Financing

The services that are the subject of this call for tenders are financed by the PSA budget for the 2021 fiscal year, under budget task no. 3308016. The estimated amount is 42,035,625 (forty-two million thirty-five thousand six hundred and twenty-five F CFA TTC).

 

7. Consultation of the file

The Bidding Documents can be consulted during working hours, at the General Affairs Directorate / Public Procurement and Partnership Contracts Division / Contract Preparation Service of the PAD located in the former Technical Directorate, BP 4020 Douala, Tel. 233.42.01.33 / 233.43.55.00 Fax 233.42.67.97, as soon as this notice is published.

 

8. Acquisition of the file

The file can be obtained at the Division of Public Contracts and Partnership Contracts of the PAD, Service of the Preparation of Contracts, located in the Building opposite the former Technical Direction of the PAD as soon as this notice is published, against payment of a non refundable sum of 60.000 (sixty thousand) CFA francs to the account CAS-ARMP n° 33598860 001 - 94 opened in the BICEC agencies of CAMEROON.

 

9. Submission of bids

Bids drawn up in French or English will be submitted to the Public Procurement and Partnership Contracts Division of the Autonomous Port of Douala no later than 23/03/2021 at 12:00 noon sharp. They shall be submitted in a sealed envelope in seven (07) copies, one (01) of which shall be an original and six (06) copies marked as such, and shall bear the mention :

10. Provisional Bond

Each bidder must attach to its administrative documents, a bid bond issued by a first class bank or insurance company approved by the Ministry of Finance and listed in Exhibit 9 of the bidding documents, in the amount of 840,700 (eight hundred and forty thousand seven hundred) CFA francs and valid for thirty (30) days beyond the bid validity date.

 

11. Eligibility of Bids

Under penalty of rejection, the required documents of the administrative file must be produced in originals or in copies certified true copies by the issuing service or an administrative authority, in accordance with the provisions of the Bidding By-law. They must be dated less than three (03) months prior to the date of submission of bids or must have been drawn up after the date of signature of the Notice of Bidding.

Failure to provide a bid security issued by a first-class bank approved by the monetary authority of the bidder's country of residence will result in the outright rejection of the bid without any recourse.

 

12. Bid opening

Bids will be opened in a timely manner and will take place on 23/03/2021 at 1:00 p.m. at the Public Procurement and Partnership Contracts Division, by the Internal Procurement Committee for Supplies and Services of the ADP, sitting in the presence of the bidders or their duly authorized representatives with full knowledge of their bids.

 

13. Evaluation Criteria

Qualifying Criteria

Absence of a document from the administrative, technical and financial file and non-conformity of a document after the 48-hour deadline;

False declarations, falsified or non-authentic documents;

  Absence of a valid agreement or partnership contract with the Kaspersky publisher;

  Absence of a sworn undertaking to have no record of any previous public procurement (poor execution, partial execution or abandonment) during the last three years;

Presence of financial information in the administrative file or technical bids;

Having satisfied less than seven (07) "YES" out of the nine (09) essential criteria.

Essential Criteria : 

 

The evaluation of the bids will be binary (YES or NO) and will be based on the following criteria: 

 

Bidder's references ;

Composition and qualification of the participants;

Methodology. 

Only those bidders who have obtained a technical score of seven (07) "YES" out of the nine (09) essential criteria will be deemed technically qualified and admitted to the financial analysis.

 

14. Award

The contract will be awarded to the technically and administratively qualified bidder who has submitted the lowest financial bid.

 

15. Period of validity of bids

Bidders shall remain bound by their bids for ninety (90) days from the deadline for submission of bids.
