NOTICE OF REQUEST FOR LISTING N° 005 /DC/FEICOM/CIPM 2020 of 14 April 2020
for the acquisition of the computer network equipment at FEICOM
Source of funding : SPECIAL FUND FOR EQUIPMENT AND INTERMUNICIPAL INTERVENTION (FEICOM)
1. Subject
The Managing Director of the Fonds Spécial d'Equipement et d'Intervention Intercommunale (FEICOM), the contracting authority, is launching a Request for Quotation for the acquisition of computer network equipment from FEICOM.
The technical characteristics of the said equipment are specified in the Request for Quotation File.
2. Consistency of the service
The services covered by this Request for Quotation consist of the acquisition of computer network equipment from FEICOM consisting of one type 1 router, 05 type 2 routers, 10 OS router-compatible edible switches, 30 wireless access points, 10 broadband wireless access points, a cache proxy, 1 VoIP type 1 gateway, 02 VoIP type 2 gateways, 04 high-end type 1 IP phones, 20 mid-range type 2 IP phones, 02 long-range VoIP base stations and 10 wireless telephone handsets. .
3. Estimated cost
The estimated cost of these services is thirty-five million (35,000,000) CFA francs including tax.
4. Delivery time
The maximum time limit stipulated by the Employer for the delivery of the services covered by the present Request for Quotation is set at twenty-one (21) days from the date of notification of the service order to start execution of the Letter Order.
5. Participation and origin
Participation in the present Request for Quotation is open to national companies specializing in the field, which can justify a minimum and continuous experience of three (03) years in the supply of the said equipment and which have a financial capacity of thirty-five million (35 000 000) CFA francs.
6. Financing
The services covered by this Request for Quotation are financed by the budget of the Fonds Spécial d'Equipement et d'Intervention Intercommunale (FEICOM), Financial Year 2020, under budget heading "22-23-00 "computer equipment".
7. Consultation of the file
The Request for Quotation can be consulted during working hours at the Markets and Supplies Department of the Directorate for the Mobilisation of Financial Resources, Accounting and Assets located at the General Management of FEICOM in MIMBOMAN.

8. Acquisition of the file
The Quotation Application Form can be collected during working hours from the Directorate of Financial Resources Mobilisation, Accounting and Assets (Markets and Supplies Department), located at FEICOM's headquarters in Yaounde (Mimboman), rue 4. 565, BP 718 Yaounde, Telephone 222 23 51 64; extension 217, door 11; Fax 222 23 17 59, as soon as this Notice is published, on presentation of a receipt showing the payment of a non-refundable sum of sixty thousand (60,000) CFA francs into the Special Account CAS ARMP opened in BICEC Agencies.
9. Submission of bids
Each tender drawn up in French or English in seven (07) copies, one (01) original and six (06) copies marked as such, must be sent in a sealed envelope to the Directorate for the Mobilisation of Financial Resources, Accounting and Assets of the FEICOM (Markets and Supplies Department), located in Mimboman, no later than 11 May 2020 at 2 p.m. sharp and must be marked as follows:

for the acquisition of computer network equipment from FEICOM.
"To be opened only at the counting session".
10. Provisional Bond
Each bidder must attach to its administrative documents, a bid bond established by a first class bank or an insurance company approved by the Minister of Finance and listed in Exhibit VII of the Request for Quotation, in the amount of seven hundred thousand (700,000) CFA francs and valid for 30 days beyond the bid validity deadline, issued by the issuing banker.
11. Admissibility of bids
Under penalty of rejection, the required documents from the administrative file must be produced in originals or in copies certified as true copies by the issuing department or the competent administrative authority. They must be dated less than three (03) months ago or have been drawn up after the date of signature of this Notice.
Tenders received after the closing date and time for submission will not be admissible.
12. Fold opening
The opening of the bids, which will take place in one step, will take place on 11 May 2020 . at 15.00 hrs. sharp by the FEICOM Internal Procurement Commission in the FEICOM DMRFCP meeting room.
Only bidders may attend this opening session or be represented by a person of their choice, duly authorised and having full knowledge of the file.
13. Award
The Letter of Request will be awarded to the tenderer with a bid meeting the required technical and financial qualification criteria and whose evaluated bid is the lowest.
14. Period of validity of tenders
Tenderers shall remain bound by their tenders for ninety (90) days from the deadline for submission of tenders.
