NOTICE OF NATIONAL OPEN TENDER NO. 011/AONO/MINFI/DGD/CIPM-DGD/2021 OF 22 NOVEMBER 2021 FOR THE SUPPLY OF COMPUTER EQUIPMENT TO THE GENERAL DIRECTORATE OF CUSTOMS

1. Purpose

The Director General of Customs launches a National Open Tender for the purchase of computer equipment for the Directorate General of Customs.

2. Consistency of the services

The services covered by this invitation to tender include :

- The supply of 150 desktop computers;

- The supply of 05 laptops;

- The supply of 40 monochrome laser printers;

- The supply of 05 color laser printers;

- The supply of 150 inverters;

- The supply of 20 multifunctional photocopiers;

- The supply of 50 voltage regulators.

3. Estimated cost

The estimated cost of the operation at the end of the preliminary studies is One hundred and ninety-one million one hundred and sixty-seven thousand six hundred and eighty-three (191,167,683) FCFA including tax.

Lot 1: one hundred and nineteen million five hundred and eight thousand one hundred and eighty-two (119,508,182) FCFA including tax;

Lot 2: thirteen million seven hundred and sixty-eight thousand three hundred and ninety-six (13,768,396) FCFA including tax;

Lot 3: thirty-three million three hundred and seventy-six thousand two hundred and eighty-six (33,376,286) FCFA including tax;

Lot 4: twenty-four million five hundred and fourteen thousand eight hundred and nineteen (24,514,819) FCFA including tax.

4. Allotment

The supplies are divided into two lots, including :

- Lot 1: Supply of 150 desktop computers, and 05 laptops;

- Lot 2: Supply of 40 monochrome laser printers and 05 color laser printers;

- Lot 3: Supply of 20 multifunctional photocopiers;

- Lot 4: Supply of 150 inverters and 50 voltage regulators. 

5. Participation and origin

Participation in this invitation to tender is open to Cameroonian companies specializing in this type of service and established on the national territory.

6. Financing

The supplies, subject of this invitation to tender, are financed by the Computer Fee, fiscal year 2021, Imputation: 480009.

7. Consultation of the file

The tender documents may be consulted during working hours at the Directorate General of Customs, Tsinga Annex, Directorate of Resources and Logistics, Budget Department, 1st floor, upon publication of this notice.

8. Acquisition of the File

The tender file can be obtained during working hours at the Directorate General of Customs, Tsinga Annex, Directorate of Resources and Logistics, Budget Department, upon publication of this notice, against presentation of a receipt of payment to the Public Treasury of a non-refundable sum of one hundred and twenty-five thousand (125 000) FCFA.

9. Submission of bids

Each bid written in French or English in seven (07) copies of which one (01) original and six (06) copies marked as such, must reach the Directorate General of Customs, Tsinga Annex, Directorate of Resources and Logistics, Budget Department, 1st floor, no later than 13 December 2021 at 13:00 hours sharp, local time and must be marked :

"NATIONAL OPEN TENDER N° 011/AONO/MINFI/DGD/CIPM-DGD/2021 OF 22 NOVEMBER 2021 RELATING TO THE SUPPLY OF COMPUTER EQUIPMENT TO THE GENERAL DIRECTORATE OF CUSTOMS (IN EMERGENCY PROCEDURE)

 To be opened only at the opening session".

10. Delivery time

The maximum delivery time is thirty (30) days from the date of notification of the Service Order to start the service.

The place of delivery is the Directorate General of Customs, Tsinga Annex.

11. Provisional Bond

Each bidder must attach to its administrative documents a bid bond issued by a first class bank approved by the Ministry of Finance and listed in Exhibit 12 of the tender documents, valid for thirty (30) days after the deadline for the validity of the bids and amounting to

Lot 1: two million three hundred and ninety thousand one hundred and sixty-four (2,390,164) FCFA including tax;

Lot 2: two hundred and seventy-five thousand three hundred and sixty-eight (275,368) FCFA including tax;

Lot 3: six hundred and sixty-seven thousand five hundred and twenty-six (667,526) FCFA including tax.

Lot 4: four hundred and ninety thousand two hundred and ninety-six (490,296) FCFA including tax.

12. Admissibility of bids

Under penalty of rejection, the other administrative documents required must be produced in originals or in copies certified as true by the issuing department, in accordance with the provisions of the Special Rules for Invitations to Tender. They must be less than three (03) months old or have been drawn up after the date of signature of the invitation to tender. The absence of a bid bond issued by an approved first class bank or an insurance company approved by the Ministry of Finance will result in the outright rejection of the Bid without appeal.

13. Opening of bids

The opening of the bids will take place in a single session on December 13, 2021 at 2:00 p.m. local time by the Internal Contract Award Commission of the Directorate General of Customs, in the meeting room of the Directorate General of Customs, Tsinga Annex.

Only bidders or their duly authorized representatives with full knowledge of the file may attend this opening session.

14. Evaluation criteria

The eliminatory criteria set out the minimum conditions to be met in order to be admitted to the evaluation of the essential criteria. Failure to meet any of these criteria will result in rejection of the Bidder's Bid.

1. Eliminatory criteria

- Absence of the original bid bond;

- Misrepresentation or falsification of documents;

- Absence or non-conformity of any document in the administrative file 48 hours after the opening of the Bids

- Technical score below 80% of yes;

- Non-compliance with the technical characteristics of the computer equipment specified in the RPAO;

- Absence of the quantified unit price;

- Absence of manufacturer's approval or authorization;

 - Absence or non-conformity of a document in the Financial Offer (Unit Price Schedule, Quantities and Estimates, Sub-Details of Unit Prices and Bid);

 - Absence of the declaration on honour by which the bidder certifies that he has not abandoned any contracts during the last three (03) years;

 - Absence of prospectuses accompanied by the manufacturer's technical data sheets.

2. Essential criteria

The scoring system of the offers will be done by binary mode (yes / no) and will be based on the following criteria whose details are given in the RPAO.

- Legibility of the document ;

- Binding of the document (no binding);

- Layout (separation of parts by dividers of a color other than white and respect of the order of assembly);

- Ability to finance an amount equal to at least 20% of the estimated cost;

- Experience of the bidder in the supply of computer equipment: to have executed during the last three (03) years at least 02 similar contracts of a cumulative amount equal to or greater than 200 million (attach first and last page of the contracts and certificate of completion or final acceptance reports);  

- Delivery time ≤ 30 days;

- Photos storage warehouse ;

- Certificate of after-sales service, certificate of availability of spare parts and 02 workshop staff (Licensed in computer science: CV and legalized diplomas) ;

- Planning of the execution of the service;

- CCAP and CCTP initialed, signed, dated and sealed;

- Guarantee period superior or equal to 6 months.

15. Award

The Employer will award the contract to the bidder whose Bid has been found to be substantially responsive to the requirements of the Bidding Documents, who has the technical and financial capabilities to perform the contract satisfactorily and whose Bid has been evaluated as the lowest.

NB: A bidder may not be awarded more than one (01) lot.

16. Duration Validity of Bids

Bidders shall remain bound by their bid for a period of ninety (90) days from the deadline for submission of bids.
