Notice of National Open Tender N°031/AONO/MINTP/CIPM-SPIAG/2022 of 05 April 2022, in emergency procedure for the acquisition of computer equipment in the central services of the Ministry of Public Works

1. Purpose
Within the framework of the Public Investment Budget for fiscal year 2022 and subsequent years, the Minister of Public Works, as the contracting authority, is launching, on behalf of the Republic of Cameroon, a National Open Call for Tenders for the execution of the above-mentioned operation.

2. Scope of services
The service providers in their Letters of Intent shall :

For Lot 1: Supply 45 complete desktop computers, with Intel Core i3 type processor, having the following major characteristics.

- A screen of 19'' minimum;

- A central processing unit with Intel Core I3 processor, processor frequency: 2.4Ghz, Ram 4GB minimum, Hard disk 500GB minimum, USB, VGA, and/or HDMI ports;

- A USB keyboard and mouse;

- An operating system, Windows10 pro with license and CD provided, antivirus, (CD provided);

- Etc.......

For Lot 2: Provide 10 multifunction copiers and 30 laser printers, with the following major features:

For the multi-function copiers:

- A3 monochrome laser multifunction device type;

- Basic functions: printing, copying, scanning and optional sending;

- Processor and processor speed: Customized dual processor with a frequency of 400 Mhz;

- Control panel: 8.9 cm (3.5 inch) monochrome touch screen;

- Standard size: A3, B4, A4, A4R, B5, B5R, A5, A5R, envelope [No.10 (COM10), Monarch, DL, ISO-C5] ;

- Copy speed: 22 ppm (A4), 11 ppm (A3), 11 ppm (A4R), 13 ppm (A5R);

- Scanning speed: Single-sided: 23ipm (A4, 300 dpi x 300 dpi) Double-sided: 8ipm (A4, 300 dpi x 300 dpi with DADF-AD1);

- Etc........

For laser printers:

- Print volume: 80,000 pages / month;

- Black starter cartridge supplied: 3100 pages;

- Processor: 1200 MHz ;

- RAM capacity (Standard): 128 MB;

- Memory capacity (Maximum): 128 MB;

- Paper size: A4 ;

- Automatic recto/verso ;

- Etc.......

For Lot 3: Supply 37 complete desktop computers, Intel Core i5 type processor, with the following major characteristics:

- A minimum 19" LED screen;

- A central processing unit of Intel core i5 processor, hard disk 1To minimum, frequency of the processor: 2,4Ghz, Ram 8Go minimum, ports USB, VGA, and/or HDMI;

- A USB keyboard and mouse;

- An operating system, Windows10 pro with license and CD provided, antivirus (CD provided);

- Etc...

NB: In any case, comply with the description of the supply contained in the tender documents.

3. Estimated Cost
A total estimated cost of one hundred million (100,000,000) CFA francs including all taxes.

5. Participation and origin

 Participation is open on equal terms to all companies under Cameroonian law that supply goods and services.

 Submission process

The submission process is: "On-line or off-line". In other words, both types of bidding are possible. However, it is not possible to bid online and offline simultaneously for the same tender.

6. Financing

The services covered by this invitation to tender are financed by the Public Investment Budget of MINTP, Fiscal Year 2022 and following, Allocation: 36 128 04 340010 2276, for a total estimated cost of one hundred million (100,000,000) CFA francs, inclusive of all taxes.

7. File consultation

The bidding documents may be consulted during working hours at the Ministry of Public Works, Directorate of Contracts, Bidding Unit, located on the second floor of the new R+3 building housing certain Central Services of the Ministry of Public Works, within the premises of the Regional Delegation of Public Works of the Center, door 206. The electronic version on the COLEPS platform at http://www.marchespublics.cm and http://www.publiccontracts.cm upon publication of this notice.

8. File acquisition

The bidding documents may be obtained from the Ministry of Public Works, Directorate of Contracts, Bidding Unit, located on the second floor of the new R+3 building housing certain Central Services of the Ministry of Public Works, located within the premises of the Regional Delegation of Public Works of the Centre, door 206, on presentation of a receipt for payment to the Public Treasury of a non-refundable sum of fifty thousand (50,000) CFA Francs for the purchase of the file. It is also possible to obtain the request for quotation by free download on the COLEPS platform available at the above addresses for the electronic version. However, the online submission is conditioned by the payment of the purchase fees of the DAO
This receipt must identify the payer as representing the service provider wishing to participate in the consultation.

1- Submission of bids:
11.1-For offline submission:
The documents constituting the bid are divided into three volumes contained in a closed and sealed envelope, as follows

Envelope A containing the administrative documents (volume 1);
Envelope B containing the technical offer (volume 2);
Envelope C containing the financial offer (volume 3).
The three envelopes thus presented will then be placed in a single, closed and sealed envelope bearing only the mention of the tender in question.
The different parts of each bid will be numbered in the order of the RFP and separated by dividers of the same color (other than white).
11.2- For online submission:
The maximum sizes of the above volumes (Volume 1, Volume 2 and Volume 3) or files that will transit on the platform and constitute the bidder's offer are as follows:
5 MB for the Administrative File (Volume 1) ;
15 MB for the Technical Offer (Volume 2);
5 MB for the Financial Offer (Volume 3).
 
The accepted formats are as follows:
- PDF format for text documents;
- JPEG for images.
 
The applicant should use compression software to reduce the size of the files to be transmitted.

9. Submitting of bids

12.1-For offline submission:
Each bid, written in English or French, in seven (07) copies, including one (01) original and six (06) Copies marked as such, shall be submitted to the Ministry of Public Works, Directorate of Contracts, Tender Cell, located on the 2nd floor of the new R+3 building housing some Central Services of the Ministry of Public Works, housed within the compound of the Regional Delegation of Public Works of the Center, Gate 206, no later than May 13, 2022 at 11:00 a.m., local time and shall be marked:

       12.2-For online submission:
The bid must be transmitted by the bidder on the COLEPS platform no later than, May 13, 2022 at 11:00 a.m.
In addition:
- A backup copy of the Administrative File and the Technical Offer shall be saved on a first USB key or first CD/DVD and placed in a first envelope marked "backup copy of the Administrative File and the Technical Offer" ;
- A backup copy of the financial offer will be saved on a second USB key or CD/DVD and placed in a second envelope marked "backup copy of the financial offer".
These two (02) envelopes shall then be placed in a large sealed outer envelope which shall be sent to the Ministry of Public Works, Directorate of Contracts, Tender Unit, located on the 2nd floor of the new R+3 building housing certain Central Services of the Ministry of Public Works, located within the enclosure of the Regional Delegation of Public Works of the Centre, door 210, no later than 13 May 2022 at 11:00 a.m., and deposited in return for a receipt. This large sealed outer envelope must be marked:

10. Delivery Time

The delivery period provided by the Employer is sixty (60) calendar days.

11. Provisional Bond

Bids must be accompanied, for each lot for which bids are submitted, by a provisional bond (bank bid guarantee) valid for one hundred and twenty (120) days, drawn up in accordance with the model indicated in the bidding documents, by a first-class banking establishment approved by the Minister in charge of finance. The amount in FCFA of the said guarantee is mentioned in the table below:

The lack of provisional bond in the bidding documents will result in the systematic rejection of the bid at the time of opening, and its non-conformity will give the bidder a maximum of forty-eight hours (48h) to make it conform.

The provisional bond will be automatically released no later than 30 days after the expiry of the validity of the bids for the unsuccessful bidders. If the bidder is awarded the contract, the provisional bond will be released after the final bond has been set.

12. Admissibility of Bids

Tenders received after the date and time for submission of tenders and those which do not respect the method of separation of the administrative tender from the technical and financial tenders or those which do not respect the method of presentation of the tender will be inadmissible.

The required administrative documents must be produced in originals or in copies certified as true by the issuing authority, in accordance with the provisions of the Special Rules for Invitations to Tender, otherwise they will be rejected.

These administrative documents are valid for three (03) months, and the deadline for the validity of the administrative documents must be after the date of the launch of the invitation to tender.

Each bidder must attach to its administrative documents a bid bond in the amount shown above, issued by a first class bank approved by the Ministry of Finance, the list of which is given in the tender documents.

This bond will be effective as of the deadline for submission of bids and will remain valid until the thirtieth (30th) day inclusive after the deadline for the validity of bids.

The other administrative documents required must be produced in originals or in copies certified as true by the issuing authority, in accordance with the provisions of the Special Rules for Invitations to Tender, otherwise they will be rejected. They must be valid in accordance with the regulations in force.

13. Opening of Bids

The opening of the administrative, technical and financial bids will take place on May 13, 2022, at 12:00 p.m. in the meeting room of the Internal Commission for the Award of Contracts for Services, Intellectual Services and General Supplies (CIPM-SPIAG) located at the Regional Delegation of Public Works of the Center in Yaoundé.

The opening of the bids will be done in one time and in three stages:

- 1st stage: Opening of envelope A containing the administrative documents (volume 1);

- Stage 2: Opening of envelope B containing the technical offers (volume 2);

- 3rd step: Opening of the envelope C containing the financial offers (volume 3).

Only the tenderers attend this opening session or they may be represented by one person of their choice, duly mandated, with a good knowledge of the file.

14. Evaluation criteria

15.1- Eliminatory criteria:

(a) Incomplete administrative exhibits for: 

Absence of the original provisional bond (bid bond);
Absence 48 hours after opening of at least one of the documents in the administrative file except for the bid bond;
Non-compliance 48 hours after opening of at least one of the documents in the administrative file;

b) Incomplete or non-compliant technical bid for :

Absence of the declaration on honor attesting that the bidder has not abandoned a contract during the last three years, and that it is not on the list of defaulting companies established by MINMAP;
Absence of the agreement and/or authorization issued by the manufacturer or its Authorized Dealer (according to the model in Annex 5) for the following main supplies

- Lot 1: Complete desktop computers, Intel Core i3 processor type;

- Lot 2: Multifunction copiers and laser printers

- Lot 3: Complete desktop computers, Intel Core i5 type processor;

Absence of manufacturers' technical data sheets;
Absence of formal commitment by a certificate of guarantee signed by the bidder for technical assistance during the warranty period showing the list or description of spare parts and the frequency of intervention on site;
Absence or non-conformity of the proposed equipment;
Absence of a financial capacity greater than or equal to ten million (10,000,000) CFA francs for each lot.

c) Incomplete financial offer for:

Absence of the stamped, signed, sealed and dated bid letter;
Absence of the price schedule (PS) duly completed, initialed on each page, signed, dated and sealed on the last page;
Absence of a properly completed, signed, dated and stamped Schedule of Requirements (SOR);
Absence of the price sub-detail initialed on each page;
Omission from the financial offer (Price Schedules, QED and Price Sub-Schedule) of a quantified price;

d) Misrepresentation, falsification or non-authentication of documents;

(e) Non-compliance with the bidding method;

(f) Non-compliance with the bid file format (for online bidding only);

g) Absence of the backup copy in case of malfunction of the COLEPS platform (for online submission only);

15.2: Essential Criteria:

The scoring of the following essential criteria, the details of which are contained in the evaluation grid, will be done according to the binary mode by assigning to each criterion the positive value (yes) or the negative value (no): 

- Presentation on 01 criterion ;

- Delivery schedule on 01 criteria ;

- Warranty on 02 criteria ;

- After-sales service on 01 criteria;

- References of the bidder on 02 criteria;

N.B.: Only the bidders who will have satisfied all the eliminatory criteria and totalled at least 5 criteria out of the 7 essential criteria, will be eligible for the financial evaluation. 

15. Award

The Employer will award the Contract to the Bidder whose bid is determined to be substantially responsive to the Bidding Documents and to be the lowest evaluated bid.

Furthermore, the Employer reserves the right not to award the contract under this invitation to tender to a tenderer who has already been a co-contractor in a supply contract with MINTP and whose performance has been judged unsatisfactory or who has been found to be in default or has been terminated.

No more than one (01) lot per bidder will be awarded under this invitation to tender. 

16. Duration Validity of Bids

Bidders shall be bound by their bids for a period of ninety (90) days from the deadline for submission of bids.
