1.Purpose
In order to provide its services with adequate working equipment, the Minister of Employment and Vocational Training launches a National Open Call for Tenders for the acquisition of computer equipment divided into three lots as follows
Lot 1: Acquisition of computer equipment for central services and ONEFOP;
Lot 2: Standardization of the computer network;
Lot 3: Acquisition of videoconference equipment.

2.2 Consistency of the services
The services covered by this invitation to tender include the supply and commissioning of the computer equipment described above for the Ministry of Employment and Vocational Training.

3.Estimated Cost
The estimated costs provided by the Employer for the supply of the equipment concerned are distributed as follows:
-Ninety million (90,000,000) CFA francs for Lot 1;
-Twenty-five million (25,000,000) CFA francs for lot 2;
-twenty million (20 000 000) CFA francs for lot 3.

4.Allotment
This invitation to tender is made up of three (03) lots subdivided as follows
Lot 1: Acquisition of computer equipment for central services and ONEFOP;
Lot 2: Standardization of the computer network;
Lot 3: Acquisition of videoconference equipment.

5. Participation and Origin
Participation in this invitation to tender is open to all companies under Cameroonian law that can demonstrate good experience in the field of supply and distribution of computer equipment and materials.

6.Financing
The supplies, subject of this invitation to tender, are financed by the Public Investment Budget of the Ministry of Employment and Vocational Training, FISCAL YEAR 2022, according to the following allocations: 56 35 122 01 340010 524211(lot 1); 56 35 122 03 340010 361311(lot 2); 56 35 122 03 340010 524211(lot3).

7.Consultation of the File
The tender documents may be consulted during working hours at the Directorate of General Affairs of the Ministry of Employment and Vocational Training, located at Nlongkak-Yaoundé, Tel. 222 20 03 39/222 20 45 81 Fax: 222 20 28 06 and the electronic version on the Cameroon On Line E-procurement System (COLEPS) platform at the following addresses: http://www.marchespublics.cm and http://www.publicscontracts.cm as soon as this notice is published.

8.Acquisition of the File
The CAD will be acquired upon presentation by the bidder of a non-refundable receipt of two hundred thousand (200,000) CFA francs issued by the Treasury. It is also possible to obtain the CAD by free download on the COLEPS platform available at the above addresses. However, the online submission is conditional on the payment of the DAO acquisition fee.

9. Submission of Bids
Each bid, written in French or English, in seven (7) copies including the original and six (06) copies marked as such, must be received in a sealed envelope at the Directorate of General Affairs of the Ministry of Employment and Vocational Training in Nlongkak no later than April 26, 2022 at 11:00 a.m. sharp and should be marked as follows
NOTICE OF NATIONAL OPEN TENDER N° 002 /AONO/MINEFOP/CIPM/2022 OF MARCH 21, 2022 FOR THE ACQUISITION OF COMPUTER EQUIPMENT AND MATERIALS FOR THE MINISTRY OF EMPLOYMENT AND VOCATIONAL TRAINING (THREE LOTS)
 "TO BE OPENED ONLY AT THE OPENING SESSION".

10. Delivery Time
The maximum time limit set by the project owner for the delivery and commissioning of the equipment indicated above is 30 (thirty) days for lots 1 and 3 and 60 (sixty) days for lot 2, from the date of notification of the service order for the start of the services.

11.Provisional Bond
Each bidder must attach to its administrative documents a bid bond issued by a first-class financial institution approved by the Minister of Finance and listed in Exhibit 10 of the SOW, in the amount of
one million eight hundred thousand (1,800,000) CFA francs for lot 1;
five hundred thousand (500,000) CFA francs for lot 2
and four hundred thousand (400 000) CFA francs for lot 3.
This bond is valid for thirty (30) days beyond the date of validity of the bids from the date of submission of the bids.

12.Admissibility of Bids
Under penalty of rejection, the documents in the administrative file must be produced in originals or in copies certified as true by the issuing department or a competent administrative authority, in accordance with the provisions of the Special Rules for Invitations to Tender. They must be dated within three (3) months or have been drawn up after the date of signature of the invitation to tender.

Any bid that is incomplete in accordance with the requirements of the bidding documents will be declared inadmissible. The absence of a bid bond issued by a first-class financial institution approved by the Minister of Finance or failure to comply with the model documents in the bidding documents will result in the outright rejection of the bid without any appeal.

13.Opening of bids
The opening of bids will take place at one time on April 26, 2022 at 12:00 p.m. sharp in the MINEFOP meeting room by the Internal Contract Award Commission attached to the Ministry of Employment and Vocational Training.
Only bidders or their duly authorized representatives may attend this opening session.

14. Evaluation Criteria
Registered bids will be evaluated according to the following criteria:
1.    ELIMINATORY CRITERIA
Lot 1,2 & 3:
1.    Absence of bid bond at bid opening;
2.    Non-compliance of an administrative document after the 48-hour regulatory moratorium has expired;
3.    False declaration or falsified document;
4.    4. Technical score below 70% of all essential evaluation criteria;
5.    Absence of a prospectus and technical data sheet for the proposed equipment;
6.    Absence of the declaration on the honor of not having abandoned a public contract during the last three years and not having been excluded within the framework of the public contracts;
7.    Omission of a quantified unit price in the unit price schedule;
8.    Absence of a breakdown of lump sum prices and/or unit price sub-details;
9.    Non-compliance with any of the major technical specifications of the material to be supplied
10.    Lack of financial capacity of at least 50% of the estimated project cost
11.    Presence of financial information in the technical bid.
Lot 1:
- Absence of signed authorization from the manufacturer or its authorized representative of the equipment.
Lot 2& 3:
Key expert profiles.
2.    Key Criteria
Lot 1
1.    Bidder's references in the field ;
2.    Conformity of technical specifications;
3.    After-sales service (spare parts and warranty);
4.    Delivery time;
5.    Financial capacity;
6.    Proof of acceptance of the Contract;
7.    Submission of Bid.
Lot 2
1.    Bidder's references in the field ;
2.    Site visit;
3.    Time frame for completion;
4.    Qualification and reference of key personnel for the assignment;
5.    Proposed work plan and methodology in relation to the TOR;
6.    Proof of acceptance of the Contract;
7.    Submission of bid.
Lot 3:
1.    Bidder's references in the field;
2.    Time of execution;
3.    Qualification and reference of key personnel for the assignment;
4.    After-sales service (experience and quality of installation and maintenance personnel, warranty);
5.    Proof of acceptance of the Contract;
6.    Submission of Bid.

15.Award
A single bidder may be awarded all lots in this invitation to tender. The Employer will award the contract to the bidder whose bid has been determined to be substantially responsive to the bidding documents and who has the technical and financial capability to perform the contract satisfactorily, and whose financial bid has been determined to be the lowest, including any discounts offered.

16.Duration Validity of Bids
Bidders shall remain bound by their bids for a period of ninety (90) days from the deadline for submission of bids.
