1.Purpose

The Government of the Republic of Cameroon has received a credit and a Grant from the International Development Association (IDA). It intends to use part of these funds to make payments under the Purchase Order for which the Call for Tenders N°006/AON/MINEPAT/CTS/PFS/UGP/ CSPM/2022 for the supply of computer consumables to the Social Nets Project has been issued. 

The Coordinator of the Social Nets Project is seeking closed bids from eligible and qualified bidders for the supply of computer consumables to the Social Nets Project.

2.Participation and origin

The procedure will be conducted through national competitive bidding using an Invitation to Bid (ITB) as defined in the "Procurement Regulations for Borrowers Applying for Investment Project Financing (IPF), Procurement under Investment Project Financing, Supplies, Works, Non-Consultant Services and Consultancy Services, July 2016 edition revised in November 2017 and August 2018", and open to all bidders from eligible countries as defined in the Procurement Regulations.

3.Consultation of the File

Interested and eligible bidders may obtain information from the Management Unit of the Social Nets Project, located at Bastos district in Yaoundé, behind Usine Bastos, BP 5838 Yaoundé, Tel: 222 21 92 25, email: projet.filetssociaux@gmail.com and read the tender documents from Monday to Friday between 8:00 a.m. and 4:00 p.m. local time.

4.Acquisition of the tender documents

The tender documents in French are available and can be obtained by the tenderers at the address mentioned below on presentation of the original receipt of payment of the non-refundable sum of sixty thousand (60,000) FCFA representing the cost of acquiring the file on account No. 335 988 opened with the 12 BICEC branches hereafter in the name of "Compte Spécial CAS ARMP". It is about : Yaounde Central Agency, Douala Bonandjo, Buea, Ebolowa, Dschang, Ngaoundéré, Maroua, Limbé, Bafoussam, Bamenda, Garoua and Bertoua.

5. Submission of bids

Tenders must be submitted to the address below no later than Thursday 29 September 2022 at 14:00 local time. Electronic submission of bids will not be permitted. Any tender arriving after the deadline for submission of tenders will be rejected.
Tenders must be submitted in five (05) copies, one (01) original and four (04) copies marked as such, exclusive of tax (HT) and inclusive of all taxes (TTC) and accompanied by the digital version of the tender on CD ROM.
The closed envelopes must include the following wording 

"NOTICE OF NATIONAL OPEN TENDER N°006/AON/MINEPAT /CTS/PFS/UGP/CSPM/2022 OF 26 AUGUST 2022 FOR THE SUPPLY OF COMPUTER CONSUMABLES TO THE SOCIAL SAFETY NETS PROJECT, IN EMERGENCY PROCEDURE 
TO BE OPENED ONLY AT THE OPENING SESSION".

6. Provisional security

Tenders must be accompanied by a Bid Security valid for one hundred and twenty (120) days from the date of the opening of tenders. The bid security is 2,300,000 (two million three hundred thousand) CFA francs.
The absence of this Bid Security is eliminatory.

7. Opening of bids

The bids will be opened in the presence of the representatives of the bidders present in person in the meeting room of the Management Unit of the Social Nets Project located in the Bastos district, behind the Bastos Factory on Thursday 29 September 2022 at 3 p.m., local time.

8.Evaluation criteria

The qualification requirements are :

    Present a certificate of financial standing of at least 60,000,000 (sixty million) CFA francs issued by a first class bank;
    To present the annual turnover of the last three years and to have achieved at least an annual turnover of at least sixty million (60,000,000) CFA francs;

To have carried out as a main supplier a minimum number of two (02) contracts relating to similar supplies (computer consumables) for an amount of at least thirty million (30,000,000) CFA Francs inclusive of tax each during the last three (03) years (2019, 2020, 2021) evidenced by supporting documents (copies of the first and signature pages of the registered contracts and the related acceptance minutes).

9.Duration Validity of Tenders

The validity of the tender is ninety (90) days from the date of opening of the bids.
