FOR THE SUPPLY, IN TWO LOTS, OF DATA-PROCESSING EQUIPMENT TO THE MINISTRY OF THE ENVIRONMENT, NATURE CONSERVATION AND SUSTAINABLE DEVELOPMENT:

  Lot 2: Acquisition of a messaging and internal collaboration tool.

1. Subject

The diversity and plurality of missions that are conferred on MINEPDED leads to a very large volume of information to be collected, stored, processed and exploited. To bring efficiency in the management of all this data, the use of ICT has become almost unavoidable. Through the establishment of databases, business applications, sharing architectures and secure communications, a real coherent and relevant information system must be set up and this would substantially improve the management of environmental information. MINEPDED is increasingly acquiring applications and these need a robust computer system that should guarantee :

- The possibility to access through the interconnected network of MINEPDED (internal) and/or through the Internet (external);

  • On-line availability 24/24h;
  • The possibility of updating applications, training users or integrating new modules without impacting the online systems;
  • Ability to replace equipment without disrupting services;
  • The security and integrity of data;
  • The scalability of the hosting system and its high availability;

It is with this in mind that as part of the implementation of programme 364 entitled Governance and Institutional Support of the Environment, Nature Protection and Sustainable Development Subsector, action 05 (improvement of the working environment in the Ministry), the Minister of the Environment, Nature Protection and Sustainable Development, is launching an open national call for tenders for the supply, under emergency procedure, of computer equipment.

 

2. Consistency of services

The call for tenders will be conducted in two lots, namely:

     Lot 1: Acquisition of computer equipment and some equipment for current use;

  •  The supply of seventeen (17) complete computers (CPU, monitor, UPS, surge protector and printer);
  • The supply of one (1) server;
  • The supply of three (3) laptops;
  • The supply of one (1) video projector;
  • The supply of one thousand (1000) meters of Internet Cable;
  • The supply of one (1) store stepladder;
  • The supply of one (1) projection screen;
  • The supply of (2) disks of at least 2TB capacity;

     Lot 2: Acquisition of an internal messaging and collaboration tool (technical specifications to be consulted in the Tender Documents).

 

3. Estimated cost

The estimated all-inclusive costs per batch at the end of the preliminary studies are as follows:  

 

  •  Lot 1: twenty-five million one hundred and twenty thousand (25 120 000) CFA francs;
  •  Lot 2: fourteen million eight hundred and eighty (14 880 000) CFA francs.

4. 4. Time of delivery

The maximum time allowed by the Employer for delivery of the IT equipment subject to this invitation to bid is sixty (60) working days from the date of notification of the Start-up Service Order.

 

5. Allocation

The supplies are subdivided into two (2) lots defined below:

  •  Lot 1: Acquisition of computer equipment and some equipment for current use;
  •  Lot 2: Acquisition of a messaging and internal collaboration tool.

There is no batch limitation. An undertaking may be awarded one or all of the above lots.

 

6. Participation and origin

Participation in this Call for Tenders is open to all national companies specialising in the supply of IT equipment and meeting the conditions for access to public procurement in accordance with the regulations in force.

 

7. Financing

The services covered by this call for tenders are financed by the State Budget of Cameroon on the budget allocation line 54 28 364 05 340010 2276, financial year 2020.

 

8. Consultation of the file

The Tender Documents may be consulted during working hours at the Ministry of the Environment, Nature Protection and Sustainable Development located at the Ministerial Building No. 2, 7th floor, gates 704 or 708 upon publication of this notice.

9. Acquisition of the file

The file may be obtained from the Ministry of the Environment, Nature Protection and Sustainable Development located at the Ministerial Building No. 2, 7th floor, gates 704 or 708 as soon as this notice is published, against payment of a non-refundable sum of fifty-five thousand (55,000) CFA francs, payable to the Public Treasury.

 

10. Submission of bids

Each offer drawn up in French or English, in seven (07) copies, including one (01) original and six (06) copies, marked as such, must reach the Ministry of the Environment, Nature Protection and Sustainable Development located at the Ministerial Building No. 2, 7th floor, doors 704 or 708, no later than May 5, 2020 at 2 p.m. sharp and must be marked as such:

11. Provisional Bond

Each bidder must attach to its administrative documents, a bid bond issued by a first class bank or an insurance company approved by the Ministry in charge of Finance and listed in Exhibit 12 of the DAO of the following amounts:

  •  Lot 1: five hundred and two thousand four hundred (502 400) CFA francs ;
  •  Lot 2: two hundred and ninety-seven thousand six hundred (297,600) CFA francs.

These securities must be valid for thirty (30) days beyond the date of validity of the bids.

 

12. Admissibility of bids

Under penalty of rejection, the required documents from the administrative file must be produced in originals or in copies certified true copies by the issuing services or a competent administrative authority, in accordance with the provisions of the Special Bidding Rules. They must be less than three (03) months old or have been drawn up after the date of signature of the invitation to tender.

Any bid that is incomplete in accordance with the requirements of the bidding documents will be declared non-responsive. In particular, failure to provide a bid security issued by a first-class bank approved by the Ministry of Finance or failure to comply with the model documents in the bidding documents will result in the outright rejection of the bid without any recourse.

 

13. Bid Opening

The opening of the administrative documents, technical and financial bids will take place on May 5, 2020 at 3:00 p.m. precisely by the Internal Commission for the Award of Contracts which will meet on occasion in the conference room of the MINEPDED Environmental Inspection Brigade, 2nd floor, located at Montée Ane Rouge, opposite A-Z Computer.

Only bidders may attend this opening session or be represented by a duly authorized person of their choice.

 

14. Evaluation criteria

Qualifying Criteria

  •  Absence or non-conformity of an administrative document after the 48-hour period granted by the Commission;
  •  Absence of the bid bond;
  •  False declarations or the presence of falsified documents in the tenderer's bids;
  •  Absence of colour leaflets, the manufacturer's brand name and technical data sheets;
  •  Absence of any of the equipment that is the subject of this call for tenders;
  •  Absence of the declaration on honour that the tenderer has not abandoned a contract in the last three years;
  •  Technical score (essential criteria) less than 75 %;
  •  failure to satisfy at least 75% of the technical characteristics of certain equipment and 100% of others;
  •  Non-compliance with certain essential characteristics of each piece of equipment.

 Essential criteria

  •  company references over the last three (03) years ;
  •  after-sales service ;
  •  equipment warranty;
  •  delivery time.

 

15. Assignment

The Employer will award the contract to the Bidder whose bid has been determined to be substantially responsive to the technical specifications in the bidding documents and has been evaluated as the lowest evaluated bid, including discounts, if any, and who has the technical and financial capability to perform the contract satisfactorily.

 

16. Period of Bid Validity

Tenderers shall remain bound by their tenders for ninety (90) days from the deadline for submission of tenders.
