NATIONAL OPEN TENDER N°006/AONO/MINADER/CIPM/2023 OF 03 JULY 2023, RELATING TO THE ACQUISITION AND INSTALLATION OF COMPUTER EQUIPMENT IN  PARPAC (CAMEROON )

1.Purpose

Within the framework of the extension of the FODECC direct financing window for producers to the food sectors of the Support Programme for Strengthening Agricultural Production in Cameroon (PARPAC), the Ministry of Agriculture and Rural Development, the Contracting Authority, is launching an Open National Invitation to Tender under an emergency procedure, relating to the acquisition and installation of IT equipment for the extension of the producers' window to the food sectors of PARPAC.

3.Estimate cost 

The estimated total cost of this order is four hundred million (400,000,000) CFA francs, including VAT.

4.Allotment

This invitation to tender comprises a single lot.

5.Participation and origin

This invitation to tender is open on equal terms to Cameroonian companies, firms or groups of firms operating in the field of IT services.

6.Financing

The services which are the subject of this National Open Call for Tenders are financed by the PARPAC Budget, on budget line N°: 57 30 187 08 32 00 23 523317.

7.File consultation

The File may be consulted during working hours at the Ministry of Agriculture and Rural Development / Direction des Ressources Financières et du Patrimoine / Service des Marchés Publics, Telephone: 222 221 624, 3e chalet), as soon as this notice is published.

8.File acquisition

The File may be obtained during working hours from the Ministry of Agriculture and Rural Development (Direction des Ressources Financières et du Patrimoine/Service des Marchés, Telephone: 222 221 624, 3rd chalet) upon publication of this Notice, against presentation of a receipt for payment of a non-refundable sum of one hundred and seventy-five thousand (175,000) CFA francs, payable to the Public Treasury.

9.Submission of tenders

Each tender, drawn up in French or English in seven (07) copies of which one (01) original and six (06) copies marked as such, must be received by the Direction des Ressources Financières et du Patrimoine/Service des Marchés, no later than 25 July 2023 at 2 p.m. and must be marked as follows:

10.Delivery times

3.1. The maximum period allowed by the Employer for delivery of the supplies and performance of the services covered by this invitation to tender is two (02) calendar months. This period runs from the date of notification of the service order to commence delivery of the supplies covered by this invitation to tender.

 3.2. The equipment covered by this invitation to tender will be delivered to MINADER (IT Unit).

11.Provisional bond 

Each tenderer must attach to its administrative documents a tender bond issued by a first class banking establishment or financial body authorised by the Minister responsible for finance and listed in Exhibit 11 of the DAO and valid for thirty (30) days from the deadline for the validity of tenders.

In accordance with Article 90 (7) of the Public Procurement Code, small and medium-sized enterprises with national capital and management, as well as civil society organisations, may produce, in place of the bid bond, either a certified cheque, a bank cheque, a legal mortgage or a guarantee from a banking establishment or a financial organisation approved in accordance with the texts in force, in the amount of eight million (8,000,000) CFA francs.

12.Admissibility of tenders 

The documents required in the administrative file must be produced in originals or in copies certified as true by the issuing department or competent administrative authority in accordance with the provisions of the Special Rules for Invitations to Tender. They must be less than three (03) months old or have been drawn up after the date of signature of the invitation to tender.

The absence of a bid bond issued by a first-class financial institution approved by the Minister in charge of Finance, or of a certified cheque, or failure to comply with the model documents in the Tender Documents, will result in the outright rejection of the tender without any recourse.

13.Opening of bids 

The administrative, technical and financial bids of the bidders will be opened on 25 July 2023 at 3 p.m. by the Internal Contract Award Commission of the Ministry of Agriculture and Rural Development in the DESA conference room.

Only tenderers may attend this opening session or be represented by a duly authorised person of their choice who is familiar with the file.

Tenderers are advised that they will remain bound by their tenders for a period of three months from the deadline for submission of tenders.

The documents produced must be certified true copies by the issuing departments.
 
14.Evaluation criteria

1.1 Main eliminatory criteria

- Absence of the bid bond when the bids are opened;

- Failure to produce, within 48 hours of the opening of the bids, a document in the administrative file deemed to be non-compliant or missing (with the exception of the bid bond);

- False declarations, fraudulent manoeuvres or falsified documents;

- Non-compliance with the model documents to be used by the bidder;

- Absence of the original detailed prospectus with colour photos, even in copies, accompanied by the manufacturer's technical data sheets describing the proposed equipment;

- Absence of the manufacturer's or authorised distributor's authorisation for all supplies;

- Absence of a declaration on honour that no Contract/Letter Order has been abandoned in the last five years;

- Absence of proof of after-sales service by a professional established in Cameroon justifying the representation of the brand and the availability of spare parts;

- Having obtained less than 5 Yes/6 of the essential criteria;

- Failure to comply with 100% of the technical specifications for each item of equipment proposed.

NB: All parts must be certified by an administrative authority and dated less than three (03) months.

For a bid to be retained for financial analysis, it must satisfy all the eliminatory criteria and at least 5 Yes/6 of the essential criteria.

15.Award

The Employer will award the Contract to the Tenderer whose tender has been found to comply substantially with the requirements of the Tender Documents and has been evaluated as the lowest evaluated tender, including any proposed discounts.

16.Duration Validity of Tenders 

Tenderers remain bound by their tender for ninety (90) days from the deadline for submission of tenders.
