1. Purpose

Within the framework of the reinforcement of the capacities of the Center for Alert and Response to Computer Security Incidents (CIRT), the Director General of the National Agency for Information and Communication Technologies (ANTIC), Contracting Authority launches a National Open Call for Tenders for the reinforcement of the digital evidence laboratory, budget year 2021.

 

2. Consistency of the services

The services of this invitation to tender will consist of the supply, installation, commissioning and configuration of hardware and software solutions to ANTIC for the reinforcement of the digital evidence laboratory of CIRT, with the aim of guaranteeing a climate of confidence and security in the management of computer incidents. It is about the following hardware and software:

3. Estimated cost

The estimated costs of the different lots are as follows

-Lot n°1 : 180 000 000 (One hundred and eighty million) F CFA TTC ;

-Lot n°2 : 132 500 000 (One hundred and thirty-two million five hundred thousand) CFA francs including tax.

A bidder may be awarded two (02) lots

 

4. Allotment

The services covered by this invitation to tender are subdivided into two (02) distinct lots defined below:

-Lot n°1: Supply, commissioning and configuration of the ICT hardware infrastructure;

-Lot n°2: Supply and installation of software ICT infrastructures.

 

5. Participation and origin

Participation in this invitation to tender is open on equal terms to national companies and firms with proven experience in the field of similar services.

By the present invitation to tender, the interested Companies must have a National representation and are invited to provide in their offers the authentic information that will allow to retain the one able to carry out the services after a thorough and objective evaluation of its file.

6. Financing

The supplies, subject of this invitation to tender, are financed by the ANTIC budget, fiscal year 2021, budgetary allocations

7. Consultation of the file

8. Acquisition of the File

The CAD can be obtained by downloading it free of charge from the COLEPS platform available at the above addresses or from the ARMP Journal Des Marchés as soon as this Notice is published. However, the online submission is conditioned by the payment of a non-refundable sum of two hundred thousand (200,000) FCFA representing the cost of purchasing the Bidding Documents, payable during working hours into the BICEC account "Special Account: CAS-ARMP". The receipt of payment shall indicate the identity of the service provider wishing to participate in the invitation to tender.

File size and format

The maximum sizes of the documents that will transit on the platform and constitute the bidder's offer are as follows

- 5 MB for the Administrative Offer ;

- 15 Mb for the Technical Offer;

- 5 MB for the Financial Offer.

The accepted formats are as follows:

- PDF format for text documents;

- JPEG for images.

The applicant should use compression software to reduce the size of the files to be transmitted.

The documents constituting the offer are divided into three volumes hereafter contained in a closed and sealed envelope including :

Envelope A containing the administrative documents (Volume 1);

Envelope B containing the technical offer (Volume 2);

Envelope C containing the financial offer (Volume 3).

The bids thus submitted shall be placed in a single, closed and sealed envelope bearing only the reference to the invitation to tender in question. The various parts of each bid will be numbered in the order of the CAD and separated by dividers of the same color.

 

9. Submission of bids

The bid must be submitted by the bidder on the COLEPS platform no later than 12 noon on 04 October 2021.

A backup copy of the bid recorded on a USB key or CD/DVD must be sent in a sealed envelope with the clear and legible indication "backup copy", on the same day at the latest at 12 noon, to the Services of the ANTIC project owner (Directorate of General Affairs, Contracts Department) which will transmit it, against a receipt, to the secretariat of the Internal Commission for the Award of Contracts at ANTIC. It should be marked as follows

"NATIONAL OPEN TENDER N°09/AONO/ANTIC/DG/CIPM/2021 OF 07 SEPTEMBER 2021 FOR THE REINFORCEMENT OF THE DIGITAL EVIDENCE LABORATORY AT THE NATIONAL AGENCY FOR INFORMATION AND COMMUNICATION TECHNOLOGIES (ANTIC), IN TWO (02) DISTINCT LOTS, FISCAL YEAR 2021. 

"To be opened only at the opening session".

Bids received after the closing date and time for submission will be considered inadmissible.

 

10. Delivery time

The maximum period allowed by the Employer for delivery of the supplies covered by this invitation to tender is 120 calendar days from the date of notification to the successful tenderer of the Service Order to commence work.

 

11. Temporary Security

Under penalty of rejection, each bidder must attach to its administrative documents a bid bond issued by a first-class banking institution or insurance company approved by the Ministry of Finance and appearing on the list in Exhibit 11 of the SOW in the amount of

This bond is valid for thirty (30) days from the deadline for the validity of Bids.

 

12. Admissibility of bids

Bids that do not respect the method of separation of administrative documents, technical bids and financial bids will not be accepted.

The required administrative documents must be submitted in originals or certified copies only by the issuing departments or a competent administrative authority, in accordance with the provisions of the Special Rules for Invitations to Tender. They must be dated within three (3) months prior to the date of submission of bids or after the date of signature of the Invitation for Bids.

This invitation to tender will be published in the ARMP's Journal des Marchés and on the COLEPS platform.

 

13. Opening of Tenders

The opening of the bids will take place at one time on October 4, 2021 at 1:00 p.m. (local time), by the Internal Contract Award Commission of ANTIC, sitting in the conference room of the National Center for Cryptography and Electronic Certification (CNCCE) of ANTIC, located at Poste Centrale.

Only the bidders can attend this opening session or be represented by a person of their choice duly mandated and having a perfect knowledge of the file.

14 Evaluation criteria

14.1 Eliminatory criteria

- Misrepresentation or falsification of documents;

- Absence of a quantified unit price in the financial offer; 

- Absence of a certificate of financial capacity issued by a first class banking institution approved by the Ministry of Finance in the amount of 100,000,000 (one hundred million) FCFA for Lot 1 and 80,000,000 (eighty million) FCFA for Lot 2; 

- Absence of a bid bond in the amount of 3,600,000 (three million six hundred thousand) for Lot 1 and 2,650,000 (two million six hundred and fifty thousand) for Lot 2;

- Non regularization of a document of the administrative file other than the deposit, within the 48 hours allowed by the CIPM after counting;

- Absence of original color prospectus with detailed description of the proposed supplies;

- Absence of authorization from the manufacturer or software developer;

- Failure to meet at least 80% of essential criteria and 100% of major criteria;

- Noncompliance with submission method;

- Failure to meet at least 80% of the technical specifications;

- Non-compliance with the file format of the offers;

- Absence of the backup copy.

 

15. Award

The Employer will award the contract to the bidder whose technically qualified bid has been evaluated as the lowest evaluated bid after checking its prices and judged to be substantially responsive to the bidding documents.

A bidder may be awarded two (2) lots.

16. Duration Validity of Bids

Bidders shall remain bound by their bids for a period of ninety (90) days from the deadline for submission of bids.
