National Open Call for Tenders n°002/AONO/MINT/CIPM/2020 of 13 APRIL 2020 

For the supply of computer equipment to the Ministry of Transport.

1. Subject

In the dynamics of equipping the services of his Ministerial Department, the Minister of Transport, the Contracting Authority, launches on financing of the Public Investment Budget for the budgetary year 2020, an open national call for tender for the supply of computer equipment to the Ministry of Transport.

 

2. Consistency of the service

The services covered by this call for tenders consist of the supply of computer equipment to the Ministry of Transport, namely :

3. Estimated cost

The estimated cost of the operation following the preliminary studies is forty-nine million (49 000 000) CFA francs.

 

4. Delivery time

The maximum period provided by the Ministry of Transport for the delivery of the supplies subject to this invitation to tender is one (01) month.

 

5. Participation and origin

Participation in this call for tenders is open to companies under Cameroonian law.

 

6. Funding

The services covered by this call for tenders are financed by the Public Investment Budget for the financial year 2020 under budget heading No 54 46 603 09 340010 2276.

 

7. Consultation of the file

The file may be consulted during working hours at the Procurement Department of the Ministry of Transport, Door No. C120, telephone 2 22 23 31 73, as soon as this notice is published.

 

8. Acquisition of the file

The file may be obtained from the Procurement Department of the Ministry of Transport, door No. C120, telephone 222 23 31 73, as soon as this notice is published, against payment of a non-refundable sum of FCFA 50,000 (fifty thousand francs), payable to the Public Treasury.

 

9. Submission of Tenders

Each tender drawn up in English or French in seven (07) copies, the original and six (06) copies marked as such, must reach the Procurement Department of the Ministry of Transport at the latest by 19 MAY 2020 at 1 p.m., telephone 222 23 31 73, and must be marked as such:

 

"APPEL D'OFRES NATIONAL OUVERT N°002 /AONO/MINT/CIPM/2020 DU 13 AVRIL 2020 POUR LA FOURNITURE DU MATERIEL INFORMATIQUE AU MINISTERE DES TRANSPORTS".

10. Provisional Bond

Each bidder must attach to its administrative documents, a bid bond established by a first-class bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO in the amount of CFAF 980,000 (nine hundred and eighty thousand) and valid for thirty (30) days beyond the (deadline) of validity of bids.

 

11. 11. Admissibility of bids

Under penalty of rejection, the required documents from the administrative file must be produced in originals or in copies certified true copies by the issuing service or competent administrative authority, in accordance with the provisions of the Special Rules for Tenders. They must be dated less than three (03) months or must have been drawn up after the date of signature of the invitation to tender.

 

Any bid that is incomplete in accordance with the requirements of the bidding documents will be declared non-responsive. In particular, failure to provide a bid security issued by a first-class bank approved by the Ministry of Finance or failure to comply with the model documents in the bidding documents will result in the outright rejection of the bid without any recourse.

 

12. Bid Opening

The opening of the folds will be done in one (01) time.

 

The opening of the administrative documents and bids will take place on 19 MAY 2020 at 2 p.m. in the conference room of the Ministry of Transport by the internal commission for the awarding of contracts.

 

Only tenderers may attend this opening session or be represented by a duly authorised person of their choice.

 

13. Evaluation criteria

Qualifying Criteria

     Incomplete administrative file;

     Absence of bid bond;

     Misrepresentation or falsified documents;

     Failure to comply with one of the technical characteristics of the equipment

     Not having obtained 80% of the essential criteria

     Absence of colour technical leaflets of the hardware (computer, inverter, printer and scanner) ;

Essential criteria

The evaluation of the technical offers will be done according to the binary system (yes/no) on the basis of the essential criteria below:

     Submission of tenders;

     Previous references of the company;

     After-sales service (equipment guarantee);

     Planning and delivery time.

     Organisation of the structure ;

     Conformity of the equipment to the RPAO and CCTP specifications ; Compliance of the equipment to the RPAO and CCTP specifications

     Unavailability of at least one senior computer maintenance technician.

     Support staff (senior IT maintenance technician with two years' higher education)

 

14. Assignment

The Contract will be awarded to the tenderer who meets the administrative, technical and financial qualification criteria and whose overall offer is the most satisfactory.

 

15. Period of Validity of Tenders

Tenderers shall remain bound by their tenders for 30 days from the closing date for submission of tenders.
