1. Subject

The Government of the Republic of Cameroon has received a credit and a grant from the International Development Association (IDA). It intends to use part of these funds to make payments under the Standing Contract for which the Call for Bids No. 001/AON/MINEPAT/CTS/PFS/UGP/ CSPM/2021 for the supply of computer consumables to the Social Nets Project Management Unit was issued.

2. Consistency of the service

The procedure will be conducted through national competitive bidding using an AON as defined in the "Procurement Rules for Borrowers Seeking Investment Project Financing (IPF), Procurement for Investment Project Financing, Supplies, Works, Services Other than Consultancy and Consultancy Services, July 2016 edition revised in November 2017 and August 2018", and open to all bidders from eligible countries as defined in the Procurement Rules.

3. Participation and origin

The Social Nets Project is soliciting closed bids from eligible and qualified bidders for the supply of computer consumables to the Social Nets Project Management Unit.

5. Consultation of the file

Interested and eligible Bidders can obtain information from the Social Nets Project Management Unit, located in the Bastos district of Yaounde, behind the Bastos Factory, BP 5838 Yaounde, Tel: 222 21 92 25, email projet.filetssociaux@gmail.com with copy to michnjoh@yahoo.fr and andylobe2000@yahoo.fr and read the tender documents from Monday to Friday between 8:00 am and 4:00 pm local time.

6. Acquisition of the file

The Bidding Documents in French is available and can be obtained by the bidders at the address mentioned below on presentation of the original receipt of payment of the non-refundable sum of fifty thousand (50 000) FCFA representing the expenses of acquisition of the file on the account n° 335 988 opened at the 12 BICEC agencies hereafter in the name of "Compte Spécial CAS ARMP". It is about : Central Agency Yaounde, Douala Bonandjo, Buea, Ebolawa, Dschang, N'Gaoundéré, Maroua, Limbe, Bafoussam, Bamenda, Garoua and Bertoua.

7. Submission of bids

Bids must be produced in five (05) copies, one (01) of which must be the original and four (04) copies marked as such, and must be encrypted before tax (HT) and including all taxes (TTC) and accompanied by the digital version of the bid on CD ROM. Offers must be submitted to the address below no later than February 10, 2021 at 2:00 p.m., local time.

Enclosed envelopes must be marked as follows:

"NOTICE OF NATIONAL OPEN TENDER N°001/AON/MINEPAT /CTS/PFS/UGP/CSPM/2021 DATED JANUARY 8, 2021 FOR THE SUPPLY OF COMPUTER CONSUMABLES TO THE SOCIAL NETS PROJECT MANAGEMENT UNIT, UNDER EMERGENCY PROCEDURE.

"A N'OUVRIR QU'EN SÉANCE DE DÉPOUILLEMENT ".

8. Provisional bond

Bids must be accompanied by a Bid Guarantee valid for one hundred and twenty (120) days from the bid opening date. The Bid Security shall be 1,600,000 (one million six hundred thousand) CFA francs.

The absence of this Bid Security is eliminatory.

9. Bid Opening

The bids will be opened in the presence of the bidders' representatives present in person in the meeting room of the Social Nets Project Management Unit located in the Bastos Derrière Usine Bastos neighborhood on February 10, 2021 at 3 p.m. local time.

10. Evaluation Criteria

The qualification requirements are :

•     Present a certificate of financial standing of at least 60,000,000 (sixty million) CFA francs issued by a first-rate bank;
•     Have achieved annual revenues during the last three (03) years such that at least one of these annual revenues represents at least sixty million (60,000,000) CFA francs.
•    Have carried out, as main supplier, a minimum number of two (02) contracts for similar supplies amounting to at least thirty million (30,000,000) CFA francs (including tax) each during the last three (03) years (2017, 2018, 2019), as evidenced by supporting documents (first copy and signature page of the registered contracts and related acceptance reports).
•     Submit a bid security in the amount of 1,600,000 (one million six hundred thousand) CFA francs or equivalent (in the case of a group, make it out in the name of the group).

11. Period of validity of bids

The offer is valid for ninety (90) days from the date of bid opening.
