National Call for Tenders Open under emergency procedure N°008/AONO/MINTP/CIPM-ENSTP/2020

of 19 May 2020 for the supply of teaching materials (topography and computer equipment)

at the Ecole Nationale Supérieure des Travaux Publics de Yaoundé

1. Subject

The Director of ENSTP is launching a National Open Call for Tenders under an emergency procedure for the selection of a company to supply the teaching material (topographic and computer equipment) to the National Higher School of Public Works in Yaounde.

 

2. Consistency of services

The supplies, subject of the present Invitation to Tender include the equipment of the dormitory provided for in the quantitative and cost estimate in particular:

Supply of topography equipment;

Supply of computer equipment.

 

3. Estimated cost

The estimated cost of these services is :

- Lot 1: 20,000,000 (twenty million) CFA francs;

- Lot 2: 10,000,000 (ten million) CFA francs;

- Lot 3: 20,000,000 (twenty million) CFA francs.

 

4. Delivery time

The delivery period is three (03) months.

 

5. Allocation

The equipment is subdivided into three (03) batches defined below:

- Batch 1: the topography equipment;

- Batch 2: acquisition of inverters;

- Lot 3: acquisition of desktop computers.

 

6. Participation and origin

Participation in this Call for Bids is open to Cameroonian companies with expertise in the field.

 

7. Financing

The works, the subject of this Call for Tenders are financed by the Public Investment Budget of the MINTP, Fiscal Year 2020.

 

8. Consultation of the file

The bidding documents may be consulted during working hours at the Secretariat of the Contracting Authority at ENSTP in Yaoundé or at the Secretariat of the delegated Contracting Authority (CMTP in Garoua), BP 510 Yaoundé, Telephone 222 23 09 44 as soon as this notice is published.

 

9. Acquisition of the file

The file can be obtained from the Secretariat of the Contracting Authority at ENSTP Yaounde, BP 510 Yaounde, Telephone 222 23 09 44, Fax 222 22 18 16 as soon as this notice is published, against payment of a non-refundable sum of 50 000 (Fifty thousand) FCFA in the account n°335 988 60001-94 in one of BICEC's agencies.

 

10. Submission of bids

Each bid drawn up in French or English, in seven (07) copies of which one (01) original and six (06) copies marked as such, must be received by the Employer's secretariat at the ENSTP in Yaounde no later than 12 June 2020 at 12:00 noon, local time, and must be marked as such:

"National Open Call for Tenders N°008/AONO/MINTP/CPM-ENSTP/2020 of 19 May 2020 for the supply of educational material (topography and computer equipment) to the National School of Public Works in Yaounde.

To be opened only at the counting session.

 

11. Provisional guarantee

Each bidder must attach to its administrative documents a bid bond in the following amounts:

- Lot 1: 400. 000 (four hundred thousand) CFA francs;

- Lot 2: 200. 000 (two hundred thousand) CFA francs;

- Lot 3: 400. 000 (four hundred thousand) CFA francs.

All drawn up by a first class bank or a financial institution approved by the Ministry in charge of Finance and listed in the DAO documents, valid for 30 (thirty) days beyond the original date of validity of the bids.

The other administrative documents required must be produced in originals or certified copies by the issuing department or an administrative authority (Governor, Prefect, Sub-Prefect), in accordance with the provisions of the Special Bidding Rules.

They must be dated less than three (03) months prior to the date of submission of bids or must have been drawn up after the date of signature of the Invitation to Tender.

Bids not complying with the requirements of this notice and the Bidding Documents will be declared non-responsive. In particular, failure to provide a bid security issued by a first-class bank approved by the Ministry of Finance or failure to comply with the model documents in the bidding documents will result in the rejection of the bid.

 

12. Admissibility of bids

Under penalty of rejection of the bid, the required administrative documents must be produced in originals or copies certified by the issuing department, in accordance with the provisions of the Special Bidding Rules. They must be dated less than three (03) months prior to the date of submission of bids or must have been drawn up after the date of signature of the Invitation to Tender.

Any bid that is incomplete in relation to the provisions of the bidding documents will be declared non-responsive. However, in the event of absence or nonconformity of any item in the bidding documents at the time of bid opening, a period of forty-eight hours will be allowed to the bidders concerned to produce or replace the item in question. However, the absence or nonconformity at the opening of the bids of the bid security issued by a first-class banking or financial institution approved by the Ministry of Finance shall result in the rejection of the bid.

 

13. Bid opening

The opening of bids shall be done in one go, on June 12, 2020, at 1 p.m. sharp by the Internal Commission for Procurement at ENSTP in the reading room of the library of the National School of Public Works in Yaounde.

Only bidders may attend this opening session or be represented by a person of their choice duly mandated and having a perfect knowledge of the file.

 

14. Evaluation Criteria

Main elimination criteria :

(a) Absence of the bid bond,

(b) Failure to produce, after 48 hours after the opening of the tenders, a document in the administrative file which is deemed to be non-compliant or absent;

(c) False declaration or falsified document,

(d) Incomplete technical file ;

(e) Incomplete financial file ;

(f) Lack of a precise prospectus for the equipment to be supplied;

(g) Absence of a technical file for the equipment ;

(h) Lack of manufacturer's authorization drawn up in the name of the tenderer;

(i) Non-compliance with the technical specifications of the supply;

(j) Non-compliance with 80% of the essential criteria;

(k) Inclusion on the list of defaulting companies published by MINMAP.

Failure to comply with at least 80% of the headings results in the elimination of the offer for financial analysis.

 

15. Attribution

The contract will be awarded to the tenderer submitting the lowest evaluated financial bid and meeting the required technical and administrative capacity.

 

16. Period of validity of tenders

Tenderers shall remain bound by their bids for a period of ninety (90) days from the date fixed for submission of bids.
