Huawei of China offers its expertise to Cameroon to optimize the management of radio frequencies

The Director General of the Telecommunications Regulatory Agency (ART), Philemon ZO'O Zame, recently received in audience, a delegation of Huawei technology solutions provider, headed by Lois Tamalgo, Huawei Vice President for Central, North and West Africa, in charge of public relations. On the menu of this interview: the development of the digital economy in Cameroon.

"After noting the low use of the spectrum [radio frequencies] which impacts the quality of service and related government revenues, Mr. Tamalgo presented to the DG/ART, a range of proposals to bridge the technological and financial gap between Cameroon and some African countries of equal digital potential. He went on to say that he had come to Cameroon to launch a reflection taking into account the sectoral policy of the State, a large part of the implementation of which is the responsibility of the Agency, "says ART.

Philemon ZO'O Zame, we learn, expressed his satisfaction after these exchanges and his agreement that some of his staff take part in this reflection for which he wishes to require the prior approval of the technical supervision of the ART.

If the partnership with Huawei materializes, the ART should better control the use of frequencies to reduce the phenomenon of the use of unauthorized spectrum. As a result, Cameroonians could enjoy a more fluid and better quality communication.

But it should be noted that in 2015, the regulator was equipped with technical equipment to better assess the quality of telecom services offered by operators in the sector. "This will also ensure the authority of the ART on the control of mobile operators, who often questioned our results because of the unsuitable equipment. This often led us to revise the sanctions imposed on them," said the ART's director general.

But obviously, the expected results were not completely achieved. For, at the opening of the work of the 23rd, 24th and 25th ordinary sessions of the Interministerial Committee for the Allocation of Radio Frequency Bands (Ciabaf), November 23, 2020 in Yaoundé, the Minister in charge of Telecommunications, Minette Libom Li Likeng, said that the use made of frequencies of the FM band seriously threatens the safety of air navigation. Because it is done, according to the member of the government, on the margins of the laws that give the ART the mission of assigning and controlling the use of the frequency spectrum of different radio services, including broadcasting services.
