NOTICE OF INVITATION TO TENDER N°005/AONO/CRTV/CIPM/2021 OF_08 APRIL 2021 FOR THE SUPPLY OF COMPUTER CONSUMABLES TO THE CRTV FISCAL YEAR 2021 IN EMERGENCY PROCEDURE

 FINANCING: CRTV'S BUDGET FOR THE YEAR 2021

Source of financing : AUTONOMOUS BUDGET (BA)

1. Purpose

In order to ensure the continuity of the service of all its structures, the Director General of the CRTV launches, under an emergency procedure, a National Open Call for Tenders for the supply of computer consumables to the CRTV for the financial year 2021.

2. Consistency of the services

The services of this invitation to tender include the supply of computer consumables to CRTV.

3. Estimated cost

The estimated cost of the operation at the end of the preliminary studies is CFA F 60,000,000 (sixty million) including taxes.

4. Delivery time

The maximum period envisaged by the project owner for the delivery of the supplies covered by this invitation to tender is forty-five (45) days.

5. Participation and origin

Participation in this invitation to tender is open to Cameroonian companies specialising in services of this kind.

6. Financing

The services covered by this invitation to tender are financed by the CRTV budget for the year 2021 on budget line No. 60 47 21 00.

7. Consultation of the file

The tender dossier can be consulted during working hours at the Administration and Finance Department of CRTV, Service des Marchés, 9th floor, door 911 of the TV Production Centre of Mballa II in Yaoundé B.P. 1634; Tel: 222 21 40 77/222 21 40 88. Extension 4911, upon publication of this notice.

8. Acquisition of the file

The Tender File can be obtained from the Administration and Finance Department of CRTV, Service des Marchés, 9th floor, door 911 of the CRTV Yaoundé TV Production Centre at Mballa II, B.P. 1634 Tel: 222 21 40 77/222 21 40 88. Extension 4911; Fax: 222 20 43 40, as soon as this notice is published, against payment of a non-refundable sum of 60,000 CFA francs (sixty thousand) representing the cost of purchasing the file to the "CAS-ARMP special account" No. 335 988 opened in all the branches of the Banque Internationale du Cameroun pour l'Epargne et le Crédit (BICEC)   

The copy of the said receipt shall be deposited at the place of withdrawal of the Tender Documents.   

9. Submission of bids

Each tender written in French or English in seven (07) copies of which one (01) original and six (06) copies marked as such, shall reach the Administration and Finance Department of CRTV, Service des Marchés 9e étage porte 911, no later than 10/05/2021 at 12:00 hours, local time, and shall be marked

"To be opened only during the counting session".

10. Provisional bond

Each tenderer must attach to its administrative documents, a bid bond issued by a first class bank approved by the Ministry of Finance, and listed in Exhibit N°11 of the DAO in the amount of FCFA 1 200 000 (one million two hundred thousand), and valid for thirty (30) days beyond the date of validity of the tenders.

11. Admissibility of bids

The documents in the administrative file must be produced in originals or in copies certified by the competent administrative authority, in accordance with the provisions of the Special Rules for Invitations to Tender. They must be less than three (03) months old or have been drawn up after the date of signature of the tender notice.

12. Opening of bids

The opening of the bids will take place in one (01) step.

The opening of the administrative documents, the technical offers and the financial offers will take place on 10/05/2021, at 13:00 hours, local time, by the Internal Contract Awarding Commission placed at CRTV, in its offices on the ground floor of the CRTV Yaoundé TV Production Centre at Mballa II.

Only bidders may attend this opening session or be represented by a duly authorised person of their choice.

13. Evaluation criteria

1 Eliminatory criteria

The eliminatory criteria concern in particular:

- 1-False statements or falsification of documents;

- 2-Failure to provide a bid bond;

- 3-Absence or non-compliance with the technical specifications;

- 4-Absence or non-conformity of one of the administrative documents 48 hours after the opening of the bids;

- 5-Technical score below 80 percent (80%);

- 6- Absence of an approval or authorisation from the manufacturer of consumables;

-7- Absence of a sub-detail of unit prices;

2 Essential Criteria

This evaluation will be carried out in a binary manner with a minimum acceptable score of 80% of all essential criteria taken into account. These criteria will cover:

- General presentation of the offer;

- Cumulative turnover for the last three years equal to or greater than 60 million Euros;

- Professional references of the service provider in the supply of computer consumables already carried out during the last five years (at least three similar references of at least 40 million), with supporting documents: attach copies of the first and last pages of the contracts signed and registered with the minutes certifying the proper execution of the services);

- The technical proposal (exhaustive technical description of the supplies, photographic presentation of samples or colour leaflets);

- The financial capacity of at least F CFA 35,000,000 (thirty-five million) established by a first class financial institution approved by the Ministry of Finance, the list of which appears in Exhibit N°11 of the DAO; 

- Delivery time less than forty-five (45) days;

14. Period of validity of tenders

Tenderers shall remain bound by their tenders for a period of ninety (90) days from the deadline for submission of tenders.
