NOTICE OF NATIONAL INVITATION TO TENDER N°022/AONO/CUD/CIPM2/2024 OF 24 JULY 2024 RELATING TO THE ACQUISITION OF COMPUTER EQUIPMENT FOR THE ONE-STOP SHOP (UCD)
1. Purpose
The Mayor of the City of Douala, Contracting Authority, is launching a National Open Call for Tenders relating to the acquisition of computer equipment for the One-Stop Shop of the Douala Urban Community.
2. Consistency of services
The services covered by this Invitation to Tender include the supply of computer equipment (printer, photocopier, professional laptop, external screens, etc.) to the One-Stop Shop of the Douala Urban Community.
3. Estimated cost
The estimated cost of the operation is 15,000,000 (fifteen million) CFA francs, including VAT.
4. Allotment
The services are provided in a single lot.
5. Participation and origin
Participation in this invitation to tender is open to all local companies under Cameroonian law.
6. Financing
The services covered by this Invitation to Tender shall be financed by the Budget of the Douala Urban Community, Financial Year 2024 on budget line no. 222 190.

8. Acquisition of the File
The tender dossier may be obtained during working hours, as soon as this notice is published, from the General Services and Property Department / Public Procurement Sub-Directorate of the Urban Community of Douala, located at 210, Rue Pasteur, Immeuble SCI Bonanjo, 5th floor, next to the Regional Delegation of Waters and Forests, B. P : 43 Douala, Tel/Fax : 233 42 15 09, against presentation of a receipt for payment of the non-refundable sum of forty thousand (40 000) FCFA payable into the special CAS-ARMP account No. 33598800001 - 89 opened at the BICEC branches in the regional capitals and in the towns of Limbé and Dschang. This receipt must identify the payer as the representative of the company or person wishing to participate in the invitation to tender.
9. Submission of tenders
Each tender, drawn up in French and/or English, in nine (09) copies of which one (01) original and seven (07) copies, and one (01) digital version, must be sent in return for a receipt to the General Services and Property Department / Public Procurement Sub-Directorate of the Urban Community of Douala, located at 210, Rue Pasteur, Immeuble SCI Bonanjo, 5th floor, next to the Regional Delegation of Waters and Forests, B. "TO BE OPENED ONLY DURING THE VOTE-COUNTING SESSION".
10. Delivery date
The deadline for delivery of the computer equipment is sixty (60) days from the date of notification.
11. Provisional bond
Each tenderer must enclose with his administrative documents a bid bond issued by a first class bank or an insurance company approved by the Ministry of Finance and listed in Exhibit 10 of the DAO. The deposit is valid for thirty (30) days beyond the original date of validity of the tenders and amounts to three hundred thousand (300,000) CFA francs.
12. Admissibility of Tenders
On pain of rejection, the other documents required in the administrative file must be produced in originals or in copies certified as true by the issuing department or an administrative authority, in accordance with the provisions of the Special Rules for Invitations to Tender.
They must be dated within three (03) months of the original tender submission date or have been drawn up after the date of signature of the tender notice.
Any tender that is incomplete in accordance with the requirements of the tender documents will be declared inadmissible. In particular, the absence of a bid bond issued by a first-class bank approved by the Ministry of Finance.
13. Opening of bids
Tenders will be opened in a single operation.
The opening of the envelopes containing the administrative documents and the technical and financial offers will take place on 23 August 2024 at 13:00 local time by the Internal Contract Award Commission of the Douala Urban Community, in its meeting room located in the basement of the Douala 1er Municipal and Multimedia Circle in Bonanjo.
Tenderers may attend this opening session or be represented by a duly authorised person of their choice with full knowledge of the tender.
14. Evaluation criteria
14.1 Eliminatory criteria
These criteria lead to the rejection of the tenderer's offer:
- Absence of the bid bond when the bids are opened;
- Absence or non-conformity of an administrative document 48 hours after the opening of bids;
- Absence of an administrative document when the bids are opened;
- False declarations or falsified documents;
- Absence of a quantified unit price in the BPU;
- Modification of a quantity in the DQE;
- Failure to satisfy six (06) of the seven (07) essential criteria;
- Presence on the list of defaulting companies published by MINMAP;
- Absence of a declaration on honour attesting to the fact that it has not abandoned the execution of public contracts over the last three (03) years;

15. Award
The Contracting Authority will award the Contract to the Bidder whose bid is determined to be substantially responsive to the Bidding Documents, to have the technical and financial capability to perform the Contract satisfactorily, and whose bid is determined to be the lowest evaluated bid, including, where appropriate, proposed discounts, with reasons, and with a statement of the reasons in words and figures.
16. Duration Validity of Tenders
Tenderers remain bound by their tender for ninety (90) days from the deadline for submission of tenders.
