1. Subject
In the context of improving the working conditions of its staff, the Minister Delegate at the Presidency of the Republic in charge of the Superior State Audit, launches an Open National Call for Tenders for the supply of computer equipment in the Services of the Superior State Audit.
2. Consistency of the service
The services of the present Call for Tenders relate to the supply of the computer equipment indicated below:

3. Estimated cost
The estimated cost of the operation at the end of the preliminary study is thirty million (30,000,000) CFA francs.
4. Delivery time
The maximum period provided by the Employer for the delivery of the supplies subject to this Invitation to Tender is thirty (30) days from the date of notification of the service order to commence work.
The supplies will be delivered to the premises of the Superior State Audit Services, located at the Administrative Center in Yaounde.
5. Allocation
The supplies subject to this Invitation to Tender are subdivided into a single (01) lot.
6. Participation and origin
Participation in the present Call for Bids is open to all Cameroonian companies regularly established on the national territory and operating in the targeted field.
7. Financing
The services covered by this Request for Proposals are financed by the credits dedicated to investment interventions, administered by the Ministry of Economy, Planning and Land Management (MINEPAT), Chapter 94, fiscal year 2020 and following, budget allocation No. 94 709 05 110000 2276.
8. Consultation of the file
The Tender Documents can be consulted in the Services of the Superior State Audit/Directorate of General Affairs/Sub-Directorate of Budget, Equipment and Maintenance/Public Procurement Department, door 106 of Building "C", Telephone: 222 23 67 49 / 222 22 01 98, as soon as this Notice is published.
9. Acquisition of the file
The File may be obtained from the Office of the Superior State Audit / Directorate of General Affairs / Sub-Directorate of Budget, Equipment and Maintenance / Public Procurement Service, door 106 of Building "C", located at the Yaounde Administrative Centre, Telephone: 222 23 67 49 / 222 22 01 98, as soon as this notice is published, against payment of a non-refundable sum of fifty thousand (50 000) F CFA, payable to the Public Treasury against a duly established receipt.
10. Submission of bids
Each Offer drawn up in French or English and in Seven (07) copies, one (01) original and six (06) copies marked as such, shall be sent to the Services of the Superior State Audit / Directorate of General Affairs / Sub-Directorate of Budget, Equipment and Maintenance / Public Procurement Service, door 106 of Building "C", located at the Yaounde Administrative Centre, Telephone: 222 23 67 49 / 222 22 01 98, no later than 12/01/2021, at 1 p.m. (local time).
Each offer shall bear the mention :
"NATIONAL OPEN CALL FOR TENDERS (UNDER EMERGENCY PROCEDURE) N° 003/AONO/PR/CONSUPE/SG/DAG/CIPM/2020 OF 09/12/2020 FOR THE SUPPLY OF COMPUTER EQUIPMENT IN THE SERVICES OF THE SUPERIOR STATE CONTROL (CONSUPE) ".

11. Provisional Bond
Each bidder must attach to its administrative documents, a bid bond in the amount of six hundred thousand (600,000) FCFA, established by a first class bank, approved by the Ministry in charge of Finance and listed in Exhibit 12 of the DAO.
12. Admissibility of bids
Under penalty of rejection, the required documents of the Administrative File must be produced in originals or in copies certified true copies by the issuing service or the competent Administrative Authority in accordance with the provisions of the Special Bidding Rules. They must be less than three (03) months old or have been drawn up after the date of signature of the Call for Bids.
Any bid that is incomplete, in accordance with the requirements of the Bidding Documents, will be declared non-responsive. In particular, failure to provide a bid security issued by a first-class bank approved by the Ministry of Finance or failure to comply with the model bid documents in the bidding documents will result in the rejection of the bid without any recourse.
13. Opening of Bids
The opening of the folds will be done in a single step.
The opening of administrative documents and technical and financial bids will take place on 12/01/2021 at 14.00 hours (local time), and will be carried out by the Internal Commission for the Award of Contracts, in Room 101 of Building "C" of the Superior State Audit Services, located in the administrative district of Yaounde.
Only bidders may attend this opening session or be represented by a duly authorized person of their choice.
14. Evaluation Criteria
The purpose of these criteria is to identify and reject Bids that are incomplete or substantially noncompliant with the conditions set forth in the Bidding Documents. These conditions relate in particular to the admissibility of administrative documents, the conformity of the Technical Offer with the technical specifications of the DAO and the qualification of the candidates:
1. Qualification criteria :
The eliminatory criteria establish the minimum conditions to be fulfilled in order to be admitted to the evaluation according to the essential criteria. They are not to be scored. Failure to meet these criteria will result in the rejection of the bidder's offer.
These include :
- the absence of a piece of the administrative file or the non-production beyond 48 hours after the opening of the bids of a piece that is missing or deemed non-compliant ;
- the presence of a false declaration or a falsified document;
- the absence of a sworn declaration of not having abandoned a contract during the last three years
- failure to meet at least 70% of the essential criteria ;
- non-compliance with the major technical characteristics;
- absence of a quantified unit price;
- absence or non-compliance of the bid bond.
2. Essential Criteria :
The evaluation of the Technical Offer will be carried out in binary mode (Yes or No) and will include the following qualification criteria:
- General presentation of the Offer (Summary, Presence of colored bumper sheets, compliance with the DAO order);
- Cumulative revenues for the last three years equal to or greater than fifty million (50,000,000) CFA francs;
- access to a line of credit or other financial resources for an amount at least equal to thirty million (30,000,000) CFA francs;
- technical proposals (delivery time, after-sales service, exhaustive technical description of supplies, photographic presentation of samples, technical data sheet, document attesting to the origin and authenticity of the supply);
- the references of the tenderer or proof of the execution by the latter of similar services;
- proof of acceptance of the terms and conditions of the Contract (Special Conditions of Contract (SCC) and Technical Specifications (TS) initialed on each page, dated, signed and sealed on the last page).
Only Technical Bids that comply with all the seven (07) elimination criteria and that have satisfied at least 70% of the qualification criteria will be technically classified as "responsive" and submitted for financial analysis.
15. Award
The Contract will be awarded to the Bidder with the lowest evaluated Bid with the required technical and financial capability.
16. Period of Validity of Bids
Bidders shall remain bound by their Bids for a period of ninety (90) days from the deadline for submission of Bids.
