National Call for Tenders for the supply of computer and office equipment to the Technical Rehabilitation Commission
National Call for Tenders Open under emergency procedure N° 00000002/AONO/MINFI/CTR/CSPM/2020 of 26 NOV 2020 for the supply of computer and office equipment to the Technical Rehabilitation Commission (CTR).

1. Subject
The President of the Technical Rehabilitation Commission (CTR), launches an open Call for Tenders under an emergency procedure for the supply of computer and office equipment to the Technical Rehabilitation Commission.
2. Consistency of the service
The Services, the subject of this Call for Tenders, consist of the supply of computer equipment and office materials in two (02) separate lots:
Lot 1. Computer equipment;
Lot 2. Office equipment.
3. Estimated cost
The estimated cost of the operation, including tax, following the preliminary studies is seventy-five million (75,000,000), broken down as follows:
- Sixty-five million (65,000,000) FCFA including all taxes for Lot 1
- Ten million (10,000,000) FCFA (incl. tax) for Lot 2
4. Delivery time
The Employer's time limit for delivery of the supplies under this invitation to tender is forty-five (45) days. The place of delivery is the Technical Rehabilitation Commission, located in Yaounde, formerly the CNR building.
5. Participation and origin
Participation in this Call for Tenders is open to Cameroonian companies specialized in the distribution and maintenance of computer and office equipment and regularly established in Cameroon.
6. Financing
The services covered by this Call for Tenders are financed by Chapter 93 of the State budget, financial year 2020 by budget allocation N°931100002799.
7. Consultation of the file
The file may be consulted during working hours (8:00 a.m. to 3:30 p.m., Monday to Friday, excluding public holidays) at the Secretariat of the Chairman of the Technical Rehabilitation Commission, located in the CNR Building, 6th floor, door 604, as soon as this notice is published.
8. Acquisition of the file
The Tender Dossier can be obtained from the Secretariat of the President of the Technical Commission for Rehabilitation, located at Immeuble CNR, BP 13854 Yaounde, Tel: 222 22 38 16, as soon as this notice is published, on presentation of the original receipt of the sum of 75.000 FCFA (seventy five thousand) non-refundable, paid into the Special account CAS-ARMP N°335988 opened at BICEC (all agencies), as expenses for the purchase of the Tender Dossier.
9. Submission of tenders
Each tender drawn up in French or in English, in seven (07) copies (one original and six (06) copies) marked as such, and consisting of an administrative part, a technical part and a financial part in a sealed envelope (double envelope system), sealed and sealed, will be submitted to the Secretariat of the Chairman of the Technical Commission for Rehabilitation, no later than 29 DEC 2020 at 1 p.m. sharp, against a receipt, and must be marked as such:

10. Provisional surety bond
Each bidder must attach to its administrative documents, a bid bond established by a first class bank approved by the Ministry in charge of Finance and listed in Exhibit 12 of the DAO, the amount of which is FCFA 1 300 000 for Lot 1 and FCFA 200 000 for Lot 2.
11. Admissibility of bids
Under penalty of rejection, the required documents of the administrative file must be produced in originals or in copies certified true copies by the issuing service or competent administrative authority in accordance with the provisions of the Special Rules of the Call for Tenders. They must be less than three (03) months old at the date of submission of the bid.
Any bid that is incomplete in accordance with the requirements of the Bidding Documents will be declared non-responsive. Failure to provide a bid security issued by a first class bank approved by the Ministry of Finance or failure to comply with the specimens of the bid documents will result in the outright rejection of the bid without any recourse.
12. Opening the folds
The folds will be opened in one go.
The opening of the administrative documents of the technical and financial offers will take place
on 29 DEC 2020 at 2 p.m. sharp by the CTR's Special Procurement Commission in the meeting room of the Technical Commission for the Rehabilitation of Public and Parapublic Sector Enterprises (CTR), located on the 5th floor of the Ex-building.

Only bidders may attend this opening session or be represented by a duly authorised person of their choice.
13. Evaluation criteria
14.1 Preliminary criteria
- absence or non-conformity of a document in the administrative file within 48 hours of the opening date;
- false declaration or falsified document;
- absence of the bid bond;
- failure to meet all the technical specifications;
- absence of the Certificate of Non-Abandonment of a contract within the last three years;
- absence or insufficiency of the financial surface area less than or equal to 70% of the amount including all taxes of each lot;
- Non-compliance of the equipment with the following technical specifications:
ü Absence of a detailed prospectus and technical data sheet from the manufacturer for each supply;
ü absence of the manufacturer's authorisation or the distributor's agreement issued by the manufacturer.
- Omission of the price of a quantified task in the unit price schedule or in the estimate ;
- Sub-detailing of Unit Prices not in accordance with the CAD model.
14.2. Essential criteria
The criteria are annotated in binary mode by assigning a positive (YES) or negative (NO) value to each criterion.
1. The general presentation of the tenders (summary, parts in order and colour inserts);
2. Satisfaction of all technical specifications;
3. The tenderer's references in similar services;
4. The delivery period 45 days;
5. Guarantee (six months);
6. The after-sales service ;
7. Proof of acceptance of the terms and conditions of the Contract (Special Conditions of Contract and Description of Supply initialled on each page, dated, signed and sealed on the last page).
To be eligible for financial evaluation, the Bidder must meet all the so-called elimination criteria.
TECHNICAL SPECIFICATIONS
For computer equipment :
14. Attribution
The contract will be awarded to the tenderer who has satisfied all the elimination criteria and whose financial offer is the lowest. The same tenderer may be awarded all Lots.
15. Period of Validity of Tenders
Tenderers remain bound by their bids for 90 days from the deadline for submission of bids.

Addendum to the Tender File
The Chairman of the Commission de Réhabilitation des Entreprises du secteur public et parapublic CTR reserves the right, in case of necessity, to make any other subsequent useful modification to the present Call for Tenders.
