1. Subject
As part of its missions of regulation, control and monitoring of the activities of operators and operators in the Telecommunications and Information and Communication Technologies sector, the Director General of the Agence de Régulation des Télécommunications (ART) is launching a consultation for the supply, installation and commissioning of IT equipment at the Agence de Régulation des Télécommunications (ART).
2. Consistency of services
The services include the supply, installation and commissioning of :
- 06 desktop microcomputers;
- 03 multi-purpose portable microcomputers;
- 03 portable microcomputers APPLE 15 MACBOOK PRO or equivalent;
- 10 1000 VA inverters.
The conformity tests of the said equipment shall also be carried out.
3. Estimated cost
The estimated cost of the services is fifteen million (15,000,000) CFA francs (including tax).
4. Delivery time
The maximum time limit set by the project owner for the execution of the services is two (02) months.
5. Allocation
Not applicable.
6. Participation and origin
Participation in this consultation is open to any Cameroonian company with skills and experience in the supply of computer equipment in Cameroon.
7. Funding
The services which are the subject of this consultation are financed by the budget of the Agence de Régulation des Télécommunications for the financial year 2020 on budget line n°222310.
8. Consultation of the file
The file may be consulted during working hours at the Market Unit of the ART Directorate General, on the first (1st) floor (door 102) of the Immeuble Le Cristal, Rue Joseph Mbala Eloumden, opposite the Nigerian Embassy, P.O. Box: 6132 Yaoundé, tel: 222 23 03 80/ 222 23 23 30, fax: 222 23 37 48, as soon as this notice is published.
9. Acquisition of the file
The file can be obtained from the Market Unit of ART's General Directorate, on the first (1st) floor (door 102) of the Immeuble Le Cristal, Rue Joseph Mbala Eloumden, opposite the Nigerian Embassy, on presentation of a receipt of payment of a non-refundable sum of twenty-five thousand (25 000) F CFA as file expenses, to the account of special assignment of contracts n°335 988 of the Agency of Regulation of Public Contracts (ARMP) opened at BICEC, in the agencies of all the regional capitals and those of Limbe and Dschang cities.
10. Submission of tenders
Each tender, drawn up in English or French in 07 copies, the original and 06 copies marked as such, must be sent to the Procurement Unit of the ART General Directorate, on the first (1st) floor (door 102) of the Immeuble Le Cristal, Rue Joseph Mbala Eloumden, opposite the Nigerian Embassy, P.O. Box: 6132 Yaoundé, no later than 10 August 2020 at 12.00 noon, local time, in a sealed envelope, stamped and marked :
"Consultation° 00000181/DC/ART/CIPM/2020 of 14 July 2020 for the supply, installation and commissioning of computer equipment at the Telecommunications Regulatory Agency (ART)".
"To be opened only at the counting session."
11. Provisional Bond
Each Bidder shall attach to its administrative documents, a bid security drawn up by a first class bank, approved by the Ministry of Finance and listed in Exhibit 3.2 of the bidding documents, in the amount of three hundred thousand (300,000) CFA Francs inclusive of all taxes and valid for thirty (30) days beyond the period of bid validity.
12. Eligibility of Bids
Other required administrative documents must be produced in originals or in copies certified by the issuing department or an administrative authority, failing which they will be rejected. They must be less than three (03) months old or drawn up after the date of signature of the consultation notice.
Any tender not complying with the requirements of this notice and the bidding documents will be declared inadmissible. In particular, failure to provide a bid security issued by a first-class bank approved by the Ministry of Finance or failure to comply with the model documents in the bidding documents will result in the outright rejection of the bid without any recourse.
13. Fold opening
Bids will be opened on 10 August 2020 at 1 p.m. by the Internal Commission for Procurement at ART, in the room on the second (2nd) floor of its Directorate General located at the Immeuble Le Cristal, Rue Joseph Mballa Eloumden, opposite the Nigerian Embassy in Yaoundé.
Only bidders may attend this opening session or be represented by a duly authorized person of their choice.
14. Period of validity of tenders
Tenderers remain bound by their bids for ninety (90) days from the deadline for submission of bids.
