for the implementation of a new secure computer network at MAETUR (Operation 156).

1. Subject

The Director General of MAETUR is launching an open national call for tenders for the setting up of a new secure computer network at MAETUR in Yaounde in THREE (03) lots.   Lot 01: SUPPLY, INSTALLATION AND COMMISSIONING OF COMPUTER NETWORK EQUIPMENT.

- Batch 02: SUPPLY OF COMPUTER NETWORK CONNECTIQUES AND CABLING, AND MATERIAL EXTENSION.   LOT 03: FITTING OUT, SUPPLY, INSTALLATION AND CONFIGURATION OF THE TECHNICAL ROOM (SERVER ROOM). (Operation 156).

2. Estimated cost

The estimated cost is : Lot 01: TEN SEVEN MILLION (17 000 000) CFA Francs; Lot 2: TWENTY SIX MILLION (26 000 000) CFA Francs; Lot 03: TWENTY FOUR MILLION (24 000 000) CFA Francs

4. Allocation

A SUBMISSIONER may be awarded THREE lots.

5. Participation and origin

Participation in this Call for Bids is open to interested Companies or group of Companies operating in Cameroon.

6. Financing

MAETUR budget Financial year 2020 and following

7. Acquisition of the file

The Tender Documents can be obtained at the secretariat of the Internal Commission of Procurement of the MAETUR located at the Headquarters Building, 2nd floor, door 401, against payment to BICEC at the Special Account CAS-ARMP n° 335 988, of a non-refundable sum of SIXTY SEVEN THOUSAND FOUR HUNDRED AND THIRTY-FOUR HUNDRED AND THIRTY (76 430) CFA Francs.

8. Submission of bids

Bids drawn up in French or English in SEVEN (07) copies, of which ONE (01) is the original and SIX copies marked as such and conforming to the requirements of the Tender Documents, must be submitted, against receipt, to the secretariat of the Internal Procurement Commission, no later than 09/04/2020 before 10:00 a.m., local time, and marked "Tender Documents":

FOR THE IMPLEMENTATION OF A NEW SECURE COMPUTER NETWORK IN MAURITANIA.

- LOT 01: SUPPLY, INSTALLATION AND COMMISSIONING OF COMPUTER NETWORK EQUIPMENT.

- LOT 02: SUPPLY OF COMPUTER NETWORK CONNECTIONS AND CABLING, AND HARDWARE EXTENSION.

- LOT 03: FITTING OUT, SUPPLY, INSTALLATION AND CONFIGURATION OF THE TECHNICAL ROOM (SERVER ROOM).  (OPERATION 156)

9. Admissibility of bids

Under penalty of rejection, the required documents from the administrative file must be produced in originals or in copies certified true copies by the issuing department, in accordance with the provisions of the Special Bidding Rules.

They must be dated less than three (03) months prior to the date of submission of Bids or must have been drawn up after the date of signature of the Bid Notice.

10. Bid Opening

The opening of the folds will be done in one (01) time:

The opening of the administrative documents and the technical and financial offers will take place on 09/04/2020 at 11.00 a.m., local time, in the conference room of the MAETUR located in Yaounde B.P. 1248, Quartier Hippodrome, 716 Avenue Winston Churchill (street 1.071).

Only bidders may attend this opening session or be represented by a duly authorized person of their choice with a good knowledge of the file.

11. Evaluation criteria

Offers submitted will be evaluated in accordance with the following criteria:

 1 Qualifying Criteria

Absence of the bid bond - Non-compliant administrative file beyond FORTY-EIGHT (48) hours after the opening session of the Tenders False declarations or supply of falsified or non authentic documents Incomplete Technical or Financial File Omission in the Price Schedule of a quantified unit price Absence of Sub-Detail of a price in conformity with the model provided in the DAO Evaluation note less than 70% of YES Company having a Works Supervisor with a non-compliant profile (Non Computer Engineer + Presentation of Certifications);

 2 Evaluation criteria: Binary rating (YES or NO) according to the essential criteria below:

12. Assignment

The Contract shall be awarded to the SUBMISSIONER submitting the lowest evaluated Bid and meeting the required technical and financial capabilities.

13. Period of Validity of Tenders

Tenderers remain bound by their tenders for TWENTY (90) days from the deadline for submission of tenders.
