1. Subject
The Government of the Republic of Cameroon has received a credit from the International Development Association (IDA) to finance the Project for the Development of Inclusive and Resilient Cities (PDVIR), and intends to use part of this credit to make payments under the Contract for the "supply and installation of computer equipment to the Coordination Unit, Technical Liaison Units (UTL) and Decentralized Territorial Communities (CTD) of the project in four (04) lots".
2. Participation and origin
The Minister of Housing and Urban Development (MINHDU) is soliciting closed bids from eligible and qualified bidders for the supply and installation of computer equipment to the Coordination Unit, Technical Liaison Units (UTL) and Decentralized Territorial Communities (CTD) of the project according to the following lots:
Lot 1: CC/PDVIR, UTL/Yaoundé (CUY), CA Yaoundé 5 and CA Yaoundé 7) ;
Lot 2: UTL/Douala (CUD), CA Douala 3 and CA Douala 5);
Lot 3 : UTL/Batouri, UTL/Ngaoundéré, Commune Batouri, CU Ngaoundéré, CA Ngaoundéré2 ;
Lot 4: UTL/Maroua, UTL/Kousseri, CU Maroua, CA Maroua1, Commune Kousseri).
The procedure will be conducted through a national competitive bidding process using a Request for Proposals (RFP) as defined in the "Guidelines: Procurement under IBRD Loans and IDA Credits and Grants," January 2011 Edition, revised in July 2014 and open to all bidders from eligible countries as defined in the Guidelines.
Interested and eligible Bidders may obtain information from the PDVIR Coordination Unit and review the bidding documents from 8:00 a.m. to 3:30 p.m. local time at the address below:

The Bidder must demonstrate, with supporting documentation, that it meets the following technical capability requirements:

made by the bidder as a main supplier during the last three years (2017-2020), with amounts in freely convertible currency and the names of the purchasing Administrations. Attach copies of the contracts (1st page and signature page recorded), of the minutes of receipt ;
- Provide in its offer written evidence in the form of prospectuses, catalogs and drawings that the Supplies comply with the technical specifications and standards specified in Section VI with details of the main technical and performance characteristics of the Supplies and Related Services ;
- Provide a certificate of after-sales service;
- Provide an authorization from the manufacturer in case he is not a manufacturer;
- Provide a certificate of availability of funds per batch, issued by a recognized banking institution; Have available cash or credit facilities other than the possible start-up advance, up to an amount of :
For Lot 1: 40 000 000 FCFA excluding VAT
For Lot 2: 7 500 000 FCFA excl. VAT

3. Consultation of the file

4. Acquisition of the file
The French language Bidding Documents may be purchased by any interested Bidder by making a written request to the address below against a non-refundable payment of "Fifty Thousand (50,000) CFA Francs". The method of payment will be: cheque, transfer to BICEC, to the account n° 335 988 Name of the customer: " Compte spécial CAS-ARMP ". The purchase price of the File will be increased by 75 000 (seventy-five thousand) CFA francs to cover the expenses of expedition out of the country of the Purchaser for the bidders who wish it. The bidding document will be sent by express mail if necessary.
5. Submission of bids
Bids should be submitted to the Coordination Unit of the Inclusive Cities Development Project, 4th floor, C2D Building behind the DGSN in Yaounde, B.P. 615, Yaounde Cameroon no later than January 22, 2021 at 1 p.m. sharp, local time. The submission of bids by electronic means will not be authorized. Late bids will not be accepted. Bids will be opened in the presence of bidders' representatives and persons present in the meeting room of the PDVIR Coordination Unit located in Building C2D, behind the DGSN in Yaounde on the 3rd floor on January 22, 2021 at 2 p.m. sharp, local time.
8. The closed envelopes should include the following mention:
"AON N° 005/MINHDU/PDVIR/CCP/RPM/CSPM/2020 OF DECEMBER 10, 2021 FOR THE SUPPLY AND INSTALLATION OF COMPUTER EQUIPMENT TO THE COORDINATION CELL, THE LINKING TECHNICAL UNITS (UTL) AND THE DECENTRALIZED TERRITORIAL COLLECTIVITIES (CTD) of the project. - A N OPEN ONLY AT THE BID OPENING SESSION ".
6. Additional information
Bids must be accompanied by a Bid Security for an amount according to the following lots :
For Lot 1: 2 500 000 FCFA excluding VAT
For Lot 2: 600 000 FCFA excl. VAT
For Lot 3: 1 000 000 FCFA excl. VAT
For Lot 4: 900 000 FCFA excl. VAT
which will remain valid for 28 days beyond the 90-day bid validity period, for a total validity period of one hundred and eighteen (118) days from the bid submission deadline.
