NATIONAL TENDER NOTICE OF 15.06.2023 FOR THE SUPPLY OF COMPUTER EQUIPMENT TO THE AUTONOMOUS AMORTIZATION FUND (AAF)
1.Purpose
The Director General of the Autonomous Amortization Fund (AAF) launches, on behalf of his organization, a National Open Call for Tenders, under an emergency procedure, for the supply of computer equipment to the AAF.
2.Consistency of services
The services covered by this Invitation to Tender include the supply and installation of thirteen (13) Professional Computers. The technical specifications of this equipment are detailed in Exhibit N°5 (Description of supply) of the present DAO.
3.Estimated cost
The estimated cost of the operation at the end of the preliminary studies is nineteen million five hundred thousand (19,500,000) CFA Francs including VAT.
4.Participation and origin
This invitation to tender is open to any Cameroonian company or firm specializing in the supply of IT equipment and services.
5.Financing
The services covered by this invitation to tender are financed by the AAF's investment budget for the 2022 financial year, under budget line 244 000 200 "IT EQUIPMENT".
6.Tender documents
The tender documents may be consulted during working hours at the AAF's Service des Marchés (SM) located at level - 1, door S1.08 of its headquarters building, boulevard du 20 Mai Yaoundé, Tel: 222 22 22 26/ 222 22 01 87, upon publication of this notice or on the websites www.caa.cm, www.marchespublics.cm and www.armp.cm .

7.Purchase of tender documents
Tender documents may be obtained from the Service des Marchés (SM) of the AAF located at level - 1, door S1.08 of its headquarters building, boulevard du 20 Mai Yaoundé, Tel :222 22 22 26/222 22 01 87, on presentation of a receipt for payment in cash of a non-refundable sum of: fifteen thousand (15,000) F CFA, into account N° 33 59 88 60001-94 opened in the name of the ARMP in the books of the various branches of the BICEC. When collecting the tender documents, bidders must register, leaving their full address (post office box, telephone, e-mail).
8.Submission of bids
Bids must be submitted online in French or English no later than 2 p.m. local time on 19.07.2023 (www.marchespublics.cm). By the same deadline, a backup copy of the said file on electronic media (USB, CD, etc.) must be submitted in a sealed envelope to the AAF's Procurement Department, located in the first basement, door S1.08 of its headquarters building, boulevard du 20 Mai, Yaoundé.
File sizes and formats :
The maximum sizes of the documents that will transit on the platform and constitute the bidder's offer are as follows:
5 MB for the Administrative Offer ;
15 MB for the Technical Offer ;
5 MB for the Financial Offer.
The following formats are accepted:
PDF format for text documents;
JPEG for images.
Applicants should use compression software to reduce the size of files to be transmitted.
Off-line submission
Each bid, written in French or English, in seven (07) copies including one (01) original and six (06) copies marked as such, must reach the Autonomous Amortization Fund located in the first basement, door S1.08 of the AAF headquarters building, boulevard du 20 mai in Yaoundé no later than 2 p.m. local time on 19.07.2023, in a sealed envelope.
No bids will be accepted after this deadline. Tenders duly submitted may not be modified or withdrawn.

9.Delivery time
The delivery period stipulated by the project owner for the supply of the equipment covered by this invitation to tender is sixty (60) days.
The supplies will be delivered to the Autonomous Amortization Fund (Caisse Autonome d'Amortissement) located at Boulevard du 20 Mai.
10.Provisional bond
Each bidder must attach to its administrative documents a bid bond issued by a first-class bank approved by the Minister of Finance and listed in Exhibit 12 of the DAO or a financial institution, in the amount of FCFA three hundred and ninety thousand (390,000), valid for thirty (30) days beyond the date of validity of the bids.
11.Admissibility of bids
Under penalty of rejection, the required administrative documents must be produced in originals or in copies certified as true by the issuing department or the competent administrative authority, in accordance with the stipulations of the Special Rules for Invitations to Tender. They must be less than three (03) months old or have been drawn up after the date of signature of the invitation to tender.
Any offer which is incomplete in accordance with the requirements of the tender documents will be declared inadmissible. In particular, the absence of a bid bond issued by a first-class bank approved by the Minister of Finance, or failure to comply with the model documents in the tender documents, will result in outright rejection of the bid.
12.Bid opening
Tenders will be opened in one (01) session by the AAF Internal Procurement Committee (CIPM-AAC) sitting in its conference room on the 5th floor of the AAF building, on 19.07.2023 at 3 p.m. local time.
Only bidders may attend this opening session or be represented by a duly authorized person of their choice.
13. Evaluation criteria
Eliminatory criteria
- Absence or non-conformity of an administrative document after 48 hours from the bid opening date;
- Absence of the bid bond;
- Misrepresentation or falsification of Documents;
- Absence of prospectus
- Technical score below 80% "YES";
- Non-compliance with the major technical specifications of the supply;
- Absence of valid manufacturer's authorization;
- Absence of manufacturer's certificate of conformity;
- Non-compliance with format: PDF for text documents and JPEG for images.
Essential criteria
Technical offers will be evaluated using a binary system (yes/no), based on the following essential qualification criteria:
General presentation of the offer;
The bidder's references;
Financial capacity;
Qualifications and experience of management personnel;
Methodology for performance of services;
Delivery times and after-sales service;
Technical characteristics of the equipment;
Proof of acceptance of the contract.
Only Tenderers who obtain at least 80% "YES" on all the essential criteria will be deemed technically qualified and admitted to the analysis of the financial offers.
14.Awarding
The project owner will award the contract to the bidder whose bid meets the required technical and financial qualification criteria and whose bid has been evaluated as the lowest.
15.Duration Validity of Bids
Bidders remain bound by their bids for ninety (90) days from the deadline for submission of bids.
