NATIONAL OPEN TENDER N° 015/AONO/MINPMEESA/CIPM/2022 OF JUNE 03, 2022 RELATING TO THE EQUIPMENT IN TELECOM MATERIAL OF THE CABINET OF MINPMEESA

1. Subject

The Minister of Small and Medium Enterprises, Social Economy and Handicrafts (MINPMEESA) is launching a National Open Call for Tenders in emergency procedure relating to the equipping of the MINPMEESA Cabinet with telecommunication equipment.

2. Content of the services

The services, subject of this invitation to tender, include the supply of equipment, transport, handling, installation and commissioning for the MINPMEESA Cabinet.

3. Estimated cost

The estimated cost is fifteen million (15 000 000) CFA francs.

5. Participation and origin

Participation in this consultation is open to Cameroonian companies with experience in the field.

6. Financing

The acquisition of telecommunication equipment for the MINPMEESA Cabinet (emergency procedure), subject of this invitation to tender, is financed by the public investment budget of MINPMEESA, Fiscal Year 2022, Budget Allocation No. 56 39 167 01 340010 524419.

7. Consultation of the Bidding Documents

The physical bidding documents may be consulted during working hours at the Procurement Department of the Ministry of Small and Medium-sized Enterprises, Social Economy and Handicrafts, 15th floor, door T02 of the Ministry Building No. 1, known as the "Immeuble de l'Emergence"; Tel. 222 22 40 60, and the electronic version on the COLEPS platform at the following addresses: http://www.marchespublics.cm and http://www.publiccontracts.cmdès.

8. Acquisition of the File

The File can be obtained from the Ministry of Small and Medium Enterprises, Social Economy and Handicrafts (MINPMEESA) at the Service des Marchés, 15th floor, door T02 of the Immeuble Ministériel n°1, known as the "Immeuble de l'Emergence"; Tel. 222 22 40 60, upon publication of this notice, in return for a non-refundable payment of thirty thousand (30,000) CFA francs, to be paid to the public treasury. This receipt should specify the references of the tender notice and the payer as representative of the company or group of companies wishing to participate in the tender.

It is also possible to obtain the tender documents by downloading them free of charge from the COLEPS platform available at the above addresses for the electronic version. However, the online submission is conditional on the payment of the cost of purchasing the SOW.

9. Submission of bids

For the online submission, the maximum sizes of the documents that will transit on the platform and constitute the bidder's offer are the following:

    5 MB for the Administrative Offer ;

    15 MB for the Technical Offer;

     5 MB for the Financial Offer.

The accepted formats are as follows:

    PDF format for text documents;

    JPEG for images.

The applicant should use compression software to reduce the size of the files to be transmitted].

Each offer is written in French or English.

- For off-line submission, bids written in French or English must be produced in seven (07) copies of which one (01) original and six (06) copies marked as such, and deposited at the Procurement Department of the Ministry of Small and Medium Enterprises, Social Economy and Handicrafts, 15th floor, door T02 of the Ministerial Building No. 1 known as "Immeuble de l'Emergence"; Tel. 222 22 40 60, no later than 05 JULY 2022 at 13:00 hours, local time, and must bear to the exclusion of any other indication the words:

"NATIONAL OPEN TENDER N° 015/AONO/MINPMEESA/CIPM/2022 OF JUNE 03, 2022 RELATING TO THE EQUIPPING OF THE MINPMEESA OFFICE WITH TELECOM EQUIPMENT (EMERGENCY PROCEDURE)

TO BE OPENED ONLY DURING THE OPENING SESSION".

- For the online submission, the offer must be transmitted by the bidder on the COLEPS platform no later than 05 JULY 2022 at 13:00, deadline. A backup copy of the offer recorded on a USB key or CD/DVD must be transmitted in a sealed envelope with the clear and legible indication "backup copy", in addition to the consultation references within the given time limit.

 

 

10. Delivery Time

The maximum delivery period for the supplies covered by this invitation to tender is thirty (30) days from the date of notification of the service order to start the services.

11. Provisional Bond

Each bidder must attach a bid bond issued by a first class bank or financial institution approved by MINFI and listed in Exhibit 11 of the tender documents in the amount of three hundred thousand (300 000) CFA francs.

12. Admissibility of bids

Admissibility of bids Under penalty of rejection, the required administrative file documents must be produced in originals or in copies certified as true by the issuing department or competent administrative authority, in accordance with the provisions of the Special Rules for Invitations to Tender. They must be less than three (03) months old or have been drawn up after the date of signature of the invitation to tender.

Any bid that is incomplete in accordance with the requirements of the bidding documents will be declared inadmissible.  In particular, the absence of a bid bond issued by a first-class bank approved by the Ministry of Finance or failure to comply with the model documents in the bidding documents will result in the outright rejection of the bid without any appeal.

13. Opening of bids

Bids will be opened in one step. The opening of the Administrative documents, technical and financial offers will take place on 05 JULY 2022 at 2 p.m. by the MINPMEESA Internal Contracting Commission, in the conference room, door 237 of the Ministerial Building known as the "Pink Building" in the presence of the tenderers or their duly mandated representatives who have a perfect knowledge of the tender for which they are responsible, at the rate of one representative per company

14. Evaluation criteria

  1. Eliminatory criteria

    Absence of a document from the administrative file and/or non-conformity after 48 working hours granted by the CIPM;

    Absence of the bid bond;

    Falsified document or false declaration;

    Absence of a declaration on honour attesting to the fact that it has not abandoned a contract during the last three (03) years and its absence on the list of defaulting companies issued by MINMAP;

    Not having obtained at least 7/8 Yes of the essential criteria;

    Non-compliance with 70% of the technical specifications;

    Non-compliance of the bidding model.

    Non-compliance with the file format of the offers;

    Absence of the backup copy in case of malfunction of the COLEPS platform;

  1. Essential criteria

    The general presentation of the offers (summaries, parts in order, tabs, cover page and coloured dividers);

    The bidder's references in similar services (at least two similar contracts in the last five years);

    Cumulative turnover of at least 25,000,000 (twenty-five million) FCFA over the last three years;

    After-sales service;

    Planning and delivery time ≤ thirty (30) days ;

    Proof of acceptance of the terms of the contract (Special Administrative Conditions and the Description of the Supply initialed on each page, dated, signed and sealed on the last page);The warranty period ≥ 6 months ;

    Technical proposal: photo; user manual; brochure.

15. Award

The Contracting Authority will award the Contract to the Bidder whose bid has been found to be substantially responsive to the Bidding Documents and who has the technical and financial capability to perform the Contract satisfactorily and whose bid has been evaluated as the lowest bid including, where applicable, proposed discounts.

16. Duration Validity of Bids

Bidders shall remain bound by their bids for a period of ninety (90) days from the date of bid submission.
