Origin of funding: INTERNATIONAL DEVELOPMENT AGENCY(IDA)

1. Subject

The Republic of Cameroon has applied for a World Bank loan to finance the supply, installation and commissioning of computer equipment at the headquarters building of the National Institute of Statistics under the project for the Improvement of the Efficiency of Public Expenditure and the Statistical System (PEPS), and intends to use part of this loan to make payments under the related Contract.

2. Consistency of delivery

The Project for Improving the Efficiency of Public Expenditure and the Statistical System (PEPS) is seeking closed bids from eligible and qualified bidders to supply, install and commission computer equipment at the National Institute of Statistics headquarters building.

3. Consultation of the file

Interested and eligible Bidders may obtain information from the Technical Support Unit for the Coordination of the PEPS, pepsgov.cm@gmail.com and consult the tender documents at the address mentioned below Technical Support Unit for the Coordination of the PEPS located in Bastos at the place called Pont Dragages not far from the United Nations Development Organization (UNDP) and the United Nations Educational, Scientific and Cultural Organization (UNESCO), BP 660 Yaoundé-CAMEROON; e-mail: pepsgov.cm@gmail.com / touofo-s@yahoo.fr from 8:00 am to 5:00 pm.

4. Acquisition of the file

Bidding Documents in English or French may be purchased by any interested Bidder by written request to the address below against a non-refundable payment of 50,000 (fifty thousand) CFA francs. The method of payment shall be by bank transfer.  The Bidding Documents shall be sent by physical deposit.

5. Submission of Bids

Offers must be submitted to the address below no later than 1:30 p.m. local time on September 7, 2020. Submission of bids by electronic means or "will not be" permitted. Late bids will not be accepted. Bids shall be opened in the presence of the bidders' representatives and persons present at the Special Procurement Commission of the SPPP located in Bastos at the place known as Pont Dragages near the United Nations Development Organization (UNDP) and the United Nations Educational, Scientific and Cultural Organization (UNESCO), BP 660 Yaoundé-CAMEROON; e-mail: pepsgov.cm@gmail.com from 8:00 a.m. to 5:00 p.m. [insert number]10 mentioned below at 2:30 p.m. local time. The qualification requirements are :

6. Provisional Bond

The Bidder must provide written evidence that it meets the following requirements:

    It must provide a financial statement covering the last five (05) years (2015, 2016, 2017, 2018 and 2019), audited by a certified public accountant, and must have achieved annual sales for these periods such that at least one of these annual sales excluding taxes represents at least 100,000,000 CFA francs.

ii.    Technical capacity and experience

The Bidder shall demonstrate and document that it meets the following technical capability requirements:

    The Bidder shall provide, as part of its bid, written evidence in the form of brochures, catalogs and drawings that the supplies comply with the technical specifications and standards specified in Section VI with details of the main technical and performance characteristics of the supplies and services.

Bids must be accompanied by a "Bid Guarantee" for an amount of two million six hundred thousand (2,600,000) CFA francs XAF.

7. Opening of the folds

The bids will be opened in the presence of the bidders' representatives and the persons present at the Special Procurement Commission of the SPPP located in Bastos at the place called Dredging Bridge near the United Nations Development Organization (UNDP).
