2 Consistency of services
The services covered by this consultation concern the supply of IT equipment to MEADEN, the technical characteristics of which are defined in the technical specifications. It concerns a single lot.

The estimated cost is 14,000,000 MILLION FCFA.

A single lot.
5 Participation and origin
Participation in this call for tenders is open to Cameroonian companies with experience in the field concerned.
6 Financing
These services are financed by MEADEN's 2023 budget.

The consultation file may be obtained from the General Management of MEADEN as soon as this notice is published on presentation of a receipt for payment of a non-refundable sum of fifteen thousand (15,000) FCFA payable to BICEC in favour of the Agence de Régulation des Marchés Publics (ARMP) N°10001 06860 97568660001 - 28.
8 Acquisition of the file

9 Submission of tenders
Each tender, drawn up in French or English, in seven (07) copies, one of which must be the original and six (06) copies marked as such, must reach the General Management of MEADEN no later than 31/08/2023 at 09.00 at the latest in a sealed envelope

10 Delivery deadline
The maximum period stipulated by the Client for the execution/delivery of each lot is 30 (thirty) days per lot.
11 Provisional bond
Each tenderer must enclose with its administrative documents a bid bond issued by a first class bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO, in the amount of two hundred and eighty thousand
two hundred and eighty thousand (280,000) FCFA ; it must remain valid for thirty (30) days beyond the original date of validity of the tenders.
12 Admissibility of tenders
On pain of rejection, the documents in the administrative file required must be produced in original or in certified copies by the issuing department or an administrative authority (Prefect, Sub-Prefect, etc.), in accordance with the stipulations of the Special Rules for Invitations to Tender.
They must be dated less than three (03) months prior to the original tender submission date or have been drawn up after the date of signature of the Tender Notice.
Any tender that is incomplete in accordance with the requirements of the Tender Documents will be declared inadmissible. In particular the absence of a bid bond issued by a first class bank approved by the Ministry of Finance.
13 Opening of bids
The bids will be opened in one stage.
The opening of the administrative documents and the technical and financial offers will take place on 31/08/2023 at 10 a.m. sharp by the Internal Contract Award Commission attached to MEADEN. Only tenderers may attend this opening session or be represented by a duly authorised person of their choice.

12.1 Eliminatory criteria
These include
Non-compliance after 48 hours of a document in the administrative file ;
False declarations or falsified documents;
Technical score below the minimum threshold of 5 yes out of a possible 7;
Absence of declaration on honour for not having abandoned a contract in the last three (3) years;
Incomplete or non-compliant financial offer;
Absence of a quantified unit price;
Absence of the bid bond when the bids are opened;
Failure to submit images or photos of all the equipment proposed;
Failure to comply with the minimum technical specifications required by the Request for Quotation.
12.2 Essential criteria
The essential criteria for the qualification of candidates will relate to :
- the general presentation of the offer ;
- the tenderer's experience
- the tenderer's technical specifications.
The evaluation will be carried out in binary mode (yes/no); only tenderers who obtain at least 70% of positive responses will be eligible for the financial analysis.

15 Award of contract
The contract will be awarded to the tenderer who submits a complete administrative file, who is technically qualified and who submits the lowest financial bid.
16 Duration Validity of tenders
Tenderers remain bound by their tender for 90 days from the deadline set for the submission of tenders.
