RESTRICTED INTERNATIONAL INVITATION TO TENDER N° 102/AOIR/CIPM-AS/PAD/2021 OF 12/07/2021 RELATING TO THE ACQUISITION OF ELECTRONIC DATA MANAGEMENT, ELECTRONIC ARCHIVING AND DOCUMENT MANAGEMENT SOFTWARE AT THE AUTONOMOUS PORT OF DOUALA.

1. Subject

The Director General of the Autonomous Port of Douala (PAD) is launching a Restricted International Call for Tenders for the acquisition of electronic data management, electronic archiving and document management software at the Autonomous Port of Douala (PAD).

 

2. Scope of the service

The services to be provided include :

supply, installation and parameterization of the software

Training of users;

demonstration and initial audit ;

warranty and maintenance;

technical functionality of the software.

 Details are provided in the Technical Specifications, Exhibit 4.

 

3. Estimated Cost

The estimated cost is one hundred and thirty-one million one hundred and seventy-five thousand (131,175,000) FCFA, all taxes included.

 

4. Delivery Time

The delivery period envisaged by the project owner for the realization of the services is six (06) months from the date of notification of the service order to start the works.

6. Financing

The services covered by this invitation to tender shall be financed from the PAD budget for the years 2021 and following, budget line No. 3109010. The estimated amount is one hundred and thirty-one million one hundred and seventy-five thousand (131,175,000) FCFA including taxes.

 

7. Consultation of the file

The bidding documents may be consulted during working hours at the Directorate of General Affairs / Public Procurement and Partnership Contracts Division / PAD Contract Preparation Department located in the former Technical Directorate, BP 4020 Douala, Tel. 233.42.01.33 / 233.43.55.00 Fax 233.42.67.97, as soon as this notice is published.

 

8. Acquisition of the file

The file can be obtained from the Procurement and Partnership Contracts Division of the PAD, Procurement Preparation Department, located in the Building opposite the former Technical Directorate of the PAD, upon publication of this notice, against payment of a non-refundable sum of one hundred thousand (100 000) CFA francs to the CAS-ARMP account No. 33598860 001-94 opened in the BICEC branches in CAMEROON.

 

9. Submission of bids

Each bid, written in French or English, in seven (07) copies, one (01) original and six (06) copies marked as such, must reach the Procurement and Partnership Contracts Division of the PAD, Contract Preparation Department, located in the Building opposite the former Technical Directorate of the PAD, no later than 01/09/2021 at 12:00 p.m. and must be marked as follows

"Tenderers shall submit, in addition to the closed envelope referred to above, the digital file of their offer (administrative file, technical and financial offers, etc.).

 

10. Provisional bond

Each bidder must attach to its administrative documents a bid bond issued by a bank or financial institution authorized to issue bonds in the context of public contracts, the model of which is shown in Exhibit 7 of the bidding documents, in the amount of 2,623,500 (Two million six hundred and twenty-three thousand five hundred francs) CFA and valid for thirty (30) days beyond the deadline for the validity of bids.

 

11. Admissibility of Bids

The required administrative documents must be produced in originals or in copies certified by the issuing department or a competent administrative authority, in accordance with the provisions of the Special Rules for Invitations to Tender. They must be dated within three (3) months prior to the date of submission of bids or have been drawn up after the date of signature of the invitation to tender.

Any bid that does not comply with the requirements of this notice and the bidding documents will be declared inadmissible. In particular, the absence of a bid bond issued by a first-class financial institution approved by the Ministry of Finance or failure to comply with the model documents in the bidding documents will result in the rejection of the bid.

The deadline for submission of bids is 12 noon at the Public Procurement and Partnership Contracts Division.

 

12. Opening of bids

The opening of bids will take place at one time on 01/09/2021 at 1 p.m. at the Public Procurement and Partnership Contracts Division, by the PSA's Internal Procurement and Services Committee, sitting in the presence of the bidders or their duly authorized representatives who have full knowledge of their bids

 

13. Evaluation Criteria

Main eliminatory criteria

- Absence of the bid bond or non-conformity of an administrative document after the 48-hour deadline;

- Non-compliant technical specifications;

- Absence of technical data sheets for the proposed hardware and/or software;

- Misrepresentation, falsification or non-authentication of documents;

- Absence or omission of a quantified unit price in the unit price schedule and bill of quantities;

- Absence of the undertaking on honour to have no previous record of performance of public contracts (poor performance, partial performance or abandonment)

- Absence of the digital file of the offers in the financial offer;

- Technical score lower than 17 " O UI " on 21;

The main essential criteria

The evaluation of the offers will be binary (YES) or (NO) and will be based on the following criteria

1) General presentation of the offer;

2) Bidder's references (first and last page of contracts and certificate of completion);

3) Qualification of the participants;

4) Provisional schedule and execution time;

5) Description of the work methodology;

6) Financial capacity.

Only those bidders who obtain a technical score of 17 "YES" out of 21 on the essential criteria will be deemed technically qualified and admitted to the financial analysis.

 

14. Award

The Contract will be awarded to the bidder with the lowest financial offer.

 

15. Period of Validity of Bids

Bidders shall remain bound by their Bids for one hundred and twenty (120) days from the deadline for submission of Bids.
