Notice of national open tender for the supply of 02 platforms for monitoring the quality of network service to the ART

1. Subject

The Director General of the Agence de Régulation des Télécommunications (ART) is launching an urgent National Open Call for Tenders for the supply, installation and commissioning of two (02) platforms for monitoring the quality of service of public open electronic communications networks at the Agence de Régulation des Télécommunications (ART).   

 

2. Consistency of services

The supplier will have for missions :

The supply installation and commissioning of two (02) platforms offering a scalable, modular and robust solution for collecting and analyzing data related to the coverage and quality of service of mobile networks (radio/2G/3G/4G/5G) provided by the concessionary operators and containing the measurement equipment (DRIVE TEST) and the necessary software. This solution must therefore include :

- A software tool for post-processing, analysis and reporting of radio network QoS;

- A central server for a client/server access topology with floating licenses.

 

The implementation services that are :

- The initial configuration of the hardware and software equipment that is the object of the proposed solution;

- Training of user personnel;

- Technical assistance.

These missions will be carried out in accordance with the description of the supply contained in the present consultation file.

 

3. Estimated Cost

The estimated cost at the end of the preliminary studies is Four hundred million (400 000 000) CFA francs.

 

4. Allocation

Not applicable.

 

5. Participation and origin

This Invitation to Tender is open to any company that can demonstrate competence and experience in the collection and analysis of data related to mobile network coverage and quality of service.

 

6. Financing

The services covered by this invitation to tender shall be financed by the ART's budget for the year 2021, on the budget line 222210 "Technical materials and equipment".

 

7. Consultation of the Tender Dossier

The tender documents may be consulted during working hours at the ART's Sub-Directorate for Procurement, located on the second floor (door 120) of the ART's General Directorate, Immeuble Cristal, 794 Rue Joseph Mballa Eloumden, opposite the Nigerian High Commission, P.O. Box 6132 Yaoundé, tel. 222 23 03 80/ 222 23 23 30, fax 222 23 37 48, as soon as this notice is published.

 

8. Acquisition of Bidding Documents

The tender documents may be obtained from the ART's Sub-Directorate for Contracts, located on the second floor (door 120) of the ART's General Directorate, Immeuble Cristal, 794 Rue Joseph Mballa Eloumden, opposite the Nigerian High Commission, on presentation of a receipt of payment of a non-refundable sum of one hundred and seventy-five thousand (175,000) CFA francs as administrative costs, to the special allocation account for contracts No. 335,988 of the Agence de Régulation des Marchés Publics (ARMP) opened at the BICEC, in the branches of all the regional capitals and those of the cities of Limbe and Dschang

 

9. Submission of bids

Each offer, written in French or English in 07 copies, the original and 06 copies marked as such, must reach the ART's Sub-Directorate for Contracts, located on the first (1st) floor (door 120) of the ART's General Management, Immeuble Cristal, 794 Rue Joseph Mballa Eloumden, opposite the Nigerian High Commission, BP: 6132 Yaoundé, no later than March 29, 2021 at 12:00 p.m. local time, in a sealed envelope and must be marked: 

"NATIONAL OPEN TENDER N° 00000038/AONO/ART/CIPM /2021

FOR THE SUPPLY OF TWO (02) PLATFORMS FOR MONITORING THE QUALITY OF SERVICE OF ELECTRONIC COMMUNICATIONS NETWORKS OPEN TO THE TELECOMMUNICATIONS REGULATION AGENCY (ART)      

"To be opened only in the counting session"

 

10. Delivery Time

The maximum period for completion of the services covered by this invitation to tender is nine (09) months.

 

11. Provisional Bond

Each bidder must attach to its administrative documents a bid bond issued by a bank or insurance company approved or authorized by the Ministry of Finance to issue bonds for public contracts in 2021, in an amount equal to eight million (8,000,000) CFA francs. The period of validity of the said bond exceeds that of the bids by thirty (30) days.

 

12. Admissibility of Bids

The required administrative documents must be submitted in originals or certified copies by the issuing department or an administrative authority (Prefect, Sub-Prefect, etc.), in accordance with the provisions of the Special Rules for Invitations to Tender. They must be less than three (03) months old or have been drawn up after the date of signature of the invitation to tender.

Any bid that is incomplete in accordance with the requirements of this notice and the bidding documents will be declared non-responsive. In particular, the absence of a bid bond issued by a first-class bank or insurance company approved or authorized to issue bonds in connection with public contracts in 2021 by the Ministry of Finance or failure to comply with the model documents in the bidding documents will result in the outright rejection of the bid without any appeal.

 

13. Opening of bids

The opening of the administrative, technical and financial bids will take place on 29 March 2021 at 1 p.m., by the ART Internal Procurement Committee.

Only bidders may attend this opening session or be represented by a duly authorized person of their choice.

 

14. Evaluation criteria

1. Eliminatory criteria

These concern incomplete offers or offers that do not comply with the conditions laid down in these tender documents, in particular

False declaration, substitution or falsification of documents; 

Absence of a bid bond;

Absence or non-conformity of any other document in the administrative file at the time of bid opening, after the 48-hour period given to the bidders concerned to produce or replace the documents in question;

Incomplete technical or financial file;

The absence of Civil Liability Insurance covering the current fiscal year;

A technical score of less than 75% of YES for the essential criteria. 

2. Essential Criteria 

The evaluation of the technical offers will be done according to the binary system (yes/no) on the basis of the following essential criteria :

General presentation of the bid (Bound, legible and paginated);

Bidder's references;

Bidder's financial capacity: ≥ 50% of the estimated amount;

Adequacy of the proposed technical solution with the functional specifications;

Warranties on the proposed equipment;

Training offer;

Technical assistance and after-sales service;

Delivery time and schedule: ≤ 09 months ;

Documentation (technical, operation, maintenance) of the proposed system. 

Only bidders scoring 75% or more YES of the essential criteria will be deemed technically qualified and admitted for evaluation of the financial offer.

 

15. Award

The Contract will be awarded to the Bidder who has submitted the lowest evaluated bid after obtaining the required technical score.

 

16. Duration Validity of Bids

Bidders shall remain bound by their bids for ninety (90) days from the deadline for submission of bids.
